IN THE COUNCIL CHAMBERS OF THE CITY OF SAN RAFAEL, MONDAY, NOVEMBER 10,
1987 AT 6:00 PM.
Special Meeting: Present: Lawrence E. Mulryan, Mayor
San Rafael City Council Gary R. Frugoli, Councilmember
Richard Nave, Councilmember
Maynard H. Willms, Councilmember
Absent: Dorothy L. Breiner, Councilmember
Also Present: Pamela J. Nicolai, City Manager; Jeanne M. Leoncini, City
Clerk; Gary T. Ragghianti, City Attorney
I. RESOLUTION DECLARING CANVASS OF RETURNS, ELECTION OF NOVEMBER 3,
1987 (CC) - File 9-4 x 9-4.1 x 9-1
The following were elected:
Lawrence E. Mulryan re-elected as Mayor for a full term of 4 years.
Albert J. Boro and Joan Thayer elected as Councilmembers for a full
term of 4 years each.
New Councilmembers replace Richard Nave, who was defeated and Maynard
H. Willms, who did not seek re-election.
Gary T. Ragghianti re-elected as City Attorney for a full term of
4 years.
Jeanne M. Leoncini re-elected as City Clerk/Assessor for a full term
of 4 years.
Members of the San Rafael Board of Education were elected as follows:
Gladys C. Gilliland re-elected and Marlene Jones and Kathy Ohm elected
for a full term of 4 years each.

ABSTAINED: COUNCILMEMBERS: Nave
Mayor Mulryan presented Councilmember Nave with the Resolution of
Appreciation, commending him for his dedication to the citizens of
the City of San Rafael and thanking him for his 4 years of service.
County Supervisor Robert Roumiguiere presented Resolutions of
Appreciation to Councilmember Nave and Councilmember Willms and
commended them for their service to the City of San Rafael.

III. SWEARING-IN CEREMONIES (CC) - File 9.4.1 x 9-1 x 9-3-14 x 9-3-16
Mayor Mulryan administered the oath of office to re-elected City
Clerk/Assessor Jeanne M. Leoncini.
City Clerk Leoncini then administered the oath of office to re-elected
Mayor Lawrence E. Mulryan, and to newly -elected Councilmembers Albert
J. Boro and Joan Thayer; and to re-elected City Attorney Gary T.
Ragghianti.
Mayor Mulryan, Councilmembers Boro and Thayer and City Attorney
Ragghianti signed Affirmation Oaths regarding Confidentiality of
Closed Sessions.
City Clerk Leoncini administered the oath of office to re-elected
School Board Member Gladys C. Gilliland, and newly elected School
Board Members Marlene R. Jones and Kathleen H. Ohm.
The City Council meeting was adjourned to a reception at Falkirk Community
Cultural Center, for the outgoing Councilmembers, newly elected City
officials and School Board members.
