October 22, 1984 Held at Falkirk Cultural Center in the City of San Rafael, Monday, October 22, 1984 at 7:00 PM. Special Joint Dinner Meeting: San Rafael City Council/San Rafael Planning Commission Present: Lawrence E. Mulryan, D4ayor Dorothy L. Breiner, Councilmember Gary R. Frugoli, Councilmember Richard P. Nave, Councilmember Jerry Russom, Councilmember Present: Albert J. Boro, Vice Chairman Robert E. Hoffmann, Commissioner Bob Livingston, Commissioner Joyce B. Rifkind, Commissioner Michael J. Smith, Commissioner John A. Starkweather, Commissioner Absent: Mayard H. Willms, Chairman Also Present: Robert F. Beyer, City Manager/Acting City Clerk, Pam Nicolai, Assistant City Manager, Anne Moore, Planning Director, Dave Bernardi, Public Works Director, Jake Ours, Redevelopment Program Manager, Susan S. Chamberlain, Staff Secretary Mayor Mulryan welcomed all those present - after introductions were made, Council/Planning discussed the working relationship between the two groups. DISCUSSION ON EAST SAN RAFAEL - File 10-2 x 11-13 Discussion was nela concerning East San Ratael, titter a lengthy discussion it was concluded that the City Council and the Planning Commission should be working towards a Service Level D as a goal but realize that there will be times where it will fall to E. The City Council requested that the Planning Commission bring the problems which the Council may be overlooking to them in order to get a clear picture before decisions are made. The City Council sets the policies for the City but requests the benefit of the Planning Commission thoughts and concerns on a case by case basis. The City Council and the Planning Commission should be working together toward issues and solutions. It appears that certain groups are beginning to take sides and this is not good for the City. That is why meetings like this one are good to discuss with each other what the problems are, suggested solutions and discussion. Everyone felt this could be achieved. SECOND & LINDARO PROJECT PROPOSALS -;� File 4-4-4 x (SRRA) R-239(Verbal) Discussion was held regarding the 4 proposals/presentations for the 8 acre (PG&E site) site at Second and Lindaro Streets. All were first class, thoughtful development proposals. The decision to pick one of these will be a difficult one as whichever one is chosen will dictate what will happen in this area - a chain reaction effect.
