Special Joint Meeting: Present: Lawrence Mulryan, Agency Chairman/Mayor Dorothy L. Breiner, Agency Member/Councilmember Richard Nave, Agency Member/Councilmember Jerry Russom, Agency Member/Councilmember Absent: Gary R. Frugoli, Agency Member/Councilmember APPROVAL OF PHASE III DESIGN FOR DOWNTOWN TRANSPORTATION CENTER (PW) - File R-81 x SRCC 140 x 112-2 Public Works Director Bernardi reported that the concept plan was being presented on the Phase III report for the Transporation Center, and that also the Council /Agency had some concerns regarding the use of the site or the solving of bus weaving movements on city streets, parking for the District operating staff and parking for any possible second floor use that might occur on the site. As a result of meetings and corres- pondence with District staff, meetings have taken place with the Council's sub -committee and the District sub -committee, and the concerns have been worked out. In the area of the bus weaving movements, instead of 16 movements, it has worked out to 8 movements; the District operating staff which would take up 6 parking spaces will now use the CalTrans viaduct parking and the use of the second floor parking will be provided under the CalTrans viaduct also. Mr. Bernardi indicated that Bridge District Boardmember Paul Bettini has assured the Council that if the Agency/Council felt the second floor use was not appropriate, that those details can be worked out during the next phase. Mr. Bernardi noted that inherent in the endorsement is the understanding that the City's concerns regarding the Center's operation and parking demand will continue to be addressed in future phases of the project. Agency Member /Counci lmember Breiner suggestedthat wording be made apart of the recommendation that the Airporter Service would be on a six-month trial basis., should their use ever need to be eliminated for whatever problems that may arise. Mr. Peter Dyson of the Bridge District was asked how long would it seem feasible to allow parking for the limited use of the overnight Airporter usage at the center. Mr. Dyson responded that the Airporter would have to have input before he could have an answer. He continued further that CalTrans and the City would work together on the use of the parking lot under the freeway, because the Bridge District is not involved. Member Breiner indicated it was her impression that the Airporter wants to use San Rafael as a one-stop point and asked for comments. Mr. Dyson related that following the last meeting, the Airporter president visited the Bridge District and stressed that they are interested in following through, and hoped to have the opportunity to use the Center as a pick-up point. They visualize having a van rather than a bus, although a bus is in the design. Presently, they have a van running to the Clarion Hotel in Terra Linda and they would like that van to be able to stop off at the Transportation Center. Member Breiner wanted it clear that the City would have control if it was found that Airporter usage was creating a problem with the viaduct parking. City Manager Beyer responded to Member Breiner's statement that details to that effect could be put into the Cooperation Agreement. Member/Councilmember Breiner moved and Member /Coun ci lmember Russom seconded, to approve the staff's recommendation, endorsing the concept plan of the Transportation Center as described in the Phase III report, with the understanding that the City's concern regarding the Center's operation and parking demands continue to be addressed in future phases of the project. Member/Councilmember Breiner asked that the Airporter Service be included in future reports re scheduling them on a 6 -month trial basis at the Center.
