HomeMy WebLinkAboutCC Resolution 9687 (Supporting Proposition 217)RESOLUTION NO. 9 6 S 7 A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL IN SUPPORT OF PROPOSITION 217 TOP INCOME TAX BRACKET. REINSTATEMENT. REVENUES TO LOCAL AGENCIES WHEREAS, the residents of San Rafael have the right to see their property tax dollars controlled locally and spent for the local services they need; and WHEREAS, residents have seen that right eroded by the property tax shifts from local governments to state government over the last several years; and WHEREAS, the loss of property tax revenue has severely hampered the ability of the City of San Rafael to provide basic local services such as police, fire, parks, libraries and infrastructure needs; and WHEREAS, to replace the funds taken by the state government, taxpayers have had to bear the burden of increased sales taxes, other taxes, and increased fees at the local level even as local services have been cut; and WHEREAS, instead of reversing this tax shift from the state back to local governments, the State Legislature plans to give an $800 million tax break to the wealthiest 1.2% of Californians by letting the top two income tax brackets expire in 1996; and WHEREAS, Proposition 217 will reverse both the property tax shift and the tax cut for the wealthy and provide approximately $200,000 annually in fiscal relief for the City of San Rafael; and WHEREAS, Proposition 217 will prevent the state from further shifting away local property taxes; NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael support Proposition 217 and urge local residents to vote YES on this proposition in the November, 1996 election. I, JEANNE M.
