A RESOLUTION OF THE CITY OF SAN RAFAEL (1)
AUTHORIZING ESTABLISHMENT OF ADMINISTRATIVE
SERVICES DEPARTMENT, (2) CREATION OF POSITION OF
ADMINISTRATIVE SERVICES DIRECTOR, (3) FIXING A
SALARY RANGE FOR SAID POSITION, AND (4) APPOINTING
KEN NORDHOFF ADIVIINISTRATIVE SERVICES DIRECTOR
The City Council of the City of San Rafael does find as follows:
WHEREAS, the efficient administration of City's government can be enhanced
and promoted by reorganization of City Departments; and
WHEREAS, the creation of an Administrative Services Department to
consolidate the functions, duties and obligations of the Finance Department and of the
management of the City's Information Systems would enhance and promote the efficiency
of the City's government; and
WHEREAS, the Administrative Services Department will require a Director to
manage and oversee its performance and its personnel; and
WHEREAS, the Administrative Services Director will have duties and obligations
greater and broader than those of the former Finance Director, and therefore, a new salary
range, commensurate with the expanded duties of the Administrative Services Director
must be established; and
WHEREAS, the City, after extensive recruitment and review, has determined that
Mr. Ken Nordhoff is the best suited and qualified person for the position of Administrative
Services Director.
NOW THEREFORE, THE CITY OF SAN RAFAEL DOES HEREBY
RESOLVE AS FOLLOWS:
1. The City Attorney is directed to prepare an ordinance for hearing and
action at the Council meeting of October 21, 1996 which (a) eliminates the Finance
Department and establishes an Administrative Services Department encompassing all of
the functions, duties, and responsibilities of the former Finance Department and of the
management of the City's information systems; (b) eliminates the position of Finance
Director and creates the position of Administrative Services Director, and which (c)
amends, repeals or modifies any sections of the Municipal Code necessary to accomplish
these purposes.
2. The salary range for the position of Finance Director is hereby deleted and
a salary range is hereby established for the position of Administrative Services Director, of
from $6,586.80 to $8,233.51.
3. Mr. Ken Nordhoff is hereby appointed Administrative Services Director
effective November 4 , 1996.

the foregoing resolution was duly and regularly introduced and adopted at a regular
meeting of the Council of said City on Monday the 7h day of October, 1996, by the
following vote, to wit:
