RESOLUTION APPROVING STATE DEPARTMENT OF EDUCATION CHILD CARE
CONTRACTS GPRE-6121 FOR $58,914 (STATE PRESCHOOL RENEWAL), GLTK-6051
FOR $78,089 (LATCHKEY RENEWAL) AND GSAC-5038 FOR $16,571 (NEW
LATCHKEY).
WHEREAS, the Legislature of the State of California has enacted the Roberti (SB
303) Extended Day Care Services Bill, which provides funding for child care programs;
and
WHEREAS, the State Department of Education has been delegated the
responsibility for the administration of the program and distribution of program funds;
and
WHEREAS, the City of San Rafael Child Care Program has been awarded Child
Care services renewal contract GLTK-6051 for $78,089 for 1996/97 and a State Preschool
renewal contract GPRE-6121 for $58,914 for 1996-97, and an additional services contract
GSAC-5038 for $16,571, copies of which are attached and made a part thereof.
NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of San
Rafael authorizes the City Manager to execute three child care contracts for the purpose
of providing child care and development services in fiscal year 1996-97 and authorizes
the Child Care Manager to sign the Attendance and Fiscal Reports required to be
submitted monthly to the State Department of Education.

By signing this contract and returning it to the State, you are agreeing to provide services in accordance with the FUNDING
TERMS and CONDITIONS (FT&C) which are attached and by this reference incorporated into this contract, and the
CURRENT APPLICATION which by this reference is incorporated into this contract. The FT&C and Requirements specify
the contractual responsibilities of the State and the contractor.
Funding of this contract is contingent upon appropriation and availability of funds. This contract is effective from Julv 1, 1996
through June 30, 1997. For satisfactory performance of the required services, the contractor shall be reimbursed in
accordance with page 15 of the FT&C, at a rate not to exceed $ 13.87 per child per day of full-time enrollment and a
Maximum Reimbursable Amount (MRA) of $ 58 914
Any provision of this contract found to be in violation of Federal or State statute or regulation shall be invalid but such a finding
shall not affect the remaining provisions of this contract.

This contract Is effective from Mav 15.1996 through June 30.1997. For satisfactory performance of the required services, the contractor shall be reimbursed

of $16.571 Up to $ 2.486 of the MRA maybe expended as one -time -only start-up costs in accordance with Education Code Section 8275 and the Funding
terms and Conditions.
Expenditure and Services provided from thesefunds shall be reported to the Education Finance Division (EFD) on the EFD/CD 9516-D report form no laterthan
July 20.1996 for the period May 15,1996 - June 30,1996 and in accordance with page 18 of the FT&C for the balance of the contract period. Expenditures
and services provided through June 30,1996 shall be included in your 1995/96 audit due November 15. 1996. Expenditures and services provided between
July 1, 1996 and June 30, 1997 shall be included in the 1996/97 audit due November 16. 1997. Contractor shall report on the basis of a five-part day.
Any provision of this contract found to be in violation of Federal or State statute or regulation shall be invalid but such a finding shall not affect the remaining
provisions of this contract.

Please provide a brief description of how the agency will utilize one-time only Before and After School Age funding
to serve additional children. Examples of innovative program services may include, but not limited to, Summer
Camp programs which may focus on a tutorial and/or recreational curriculum (e.g. foreign language acquisition,
computer training, environmental study, etc.). Other examples may include evening or weekend care programs that
may support group sports or various athletic oriented activities, all -day Specialty Care Programs (e.g. job training,
volunteer work through community involvement and support activities, counseling services, etc.).

There are two gaps in the current funding for latchkey scholarships that could
be addressed with the expansion funds being offered.
The first would be to offer After School Age care for the kindergarten year only.
The kindergarten year often creates problems for parents because of the
shorter school day and the higher cost of care. Kindergarten year often creates
problems for families with more than one child in elementary school and
different dismissal times. Many families only need, but cannot afford, child care
during the Kindergarten year. Providing funds to meet that need would help
correct a problem that affects the youngest elementary school children.
Child care during the summer months is often problem for low income
families. Summer vacation often creates a financial hardship for families that
do not need or can otherwise afford child care during the school year. We
currently provide two summer camp programs that are recreational in nature.
Summer Safari serves children entering kindergarten through fifth grade and is
part of our regular year-round child care program. It begins immediately after
the regular school year ends and runs until school begins again. This program
provides fifty-three full days of child care services. Highlights of the program
include: field trips, swim days and special events. Another program we offer is
Out -of -Bounds . This program is specifically geared for children ten through
twelve years olds. It runs in three two week sessions, beginning the Monday
after the Fourth of July. Highlights of this camp program are field trips, an
overnight camping trip, swim days and special events.
Using expansion funds to create scholarship slots in these two worthwhile
programs would help eliminate a huge gap in the current child care funding
scheme.
