A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL ENDORSING IN CONCEPT THE SOUTHBOUND HOV
LANE ALTERNATIVE FOR THE PROPOSED HIGHWAY 101 GAP
CLOSURE PROJECT.
BE IT RESOLVED by the Council of the City of San Rafael as follows:
WHEREAS, Caltrans is currently preparing a draft EIR/EIS for the
Highway 101 HOV Lane Gap Closure Project from California Park Hill to North San
Pedro Road interchange; and
WHEREAS, the funding needed for the entire northbound and southbound
Gap Closure Project is in excess of $150 million; and

WHEREAS, there are only approximately $38 million available for this
WHEREAS, Caltrans is considering a number of alternatives, as required,
for the preparation of the Draft EIR/EIS; and
WHEREAS, one of the alternatives is to construct a continuous
southbound HOV lane for the entire length of the project from Cal Park Hill to North San
Pedro Road; and
WHEREAS, this City Council knows that Caltrans can make no formal
selection of any alternative until the Draft EIR/EIS is formally certified and adopted by
Caltrans; and
WHEREAS, the City Council does not want to prejudice the outcome of
the Draft EIR/EIS, but feels very strongly that the continuous southbound HOV Lane
alternative would provide the greatest benefit for those who must commute in Marin
County.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City
of Sari Rafael hereby endorses in concept the continuous southbound HOV Lane
alternative for the Highway 101 Gap Closure Project subject to any required mitigations
required in the Final EIR/EIS for the Gap Closure Project.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted at a regular meeting
of the Council of said City on the 17`h day of June, 1996, by the following vote, to wit:
