SUBJECT: Resolution of Appreciation to Recipient of the Richard P. O'Brien and Mary Ferrario
O'Brien Citizen of the Year Award - 2013; P12-005 (CD)
RECOMMENDATION: Adopt resolution.
BACKGROUND: In March 2001, J. Michael Mahoney established an endowment in honor of former
Planning Commissioners Richard O'Brien and his wife, Mary Ferrario O'Brien. The endowment funds an
annual "Citizen of the Year" award. The purpose of this award is to recognize an individual in the San
Rafael community who has made exceptional contributions to the City, making it a better place to live or
work. In addition to public recognition, the endowment provides a cash award to the recipient.
In September 2001, the City Council adopted procedures for the "Citizen of the Year" award program and
process. The procedures include the appointment of a Section Committee to review nominations from
the public and recommend an award recipient to the City Council. The Selection Committee includes two
City Council members, two Planning Commissioners, a member of the O'Brien family, a representative
from the San Rafael Chamber of Commerce, and neighborhood community representatives (e.g.,
Federation of San Rafael Neighborhoods).
The selection procedures call for nominations to be submitted at the beginning of the calendar year. This
year, the call for nominations was earlier. Once the current year nominations have been submitted, these
are reviewed collectively with the nominations submitted over the past three years (in this case 2010,
2011 and 2012). Last year's Citizen of the Year recipient (Albert Baro — 2012) was eliminated from the
pool of eligible candidates.
This year, a total of 11 candidates were considered. Of this total, two nominations were submitted to the
City this year and nine were carried over from the past three years. On December 19, 2012, the
Selection Committee met to review and consider the nominations. The Committee selected Patricia (Pat)
Kendall as the twelfth recipient of the award.
As summarized in the attached nomination materials, Pat Kendall has been selected as Citizen of the
Year due to her 30+ years of service to the community. During these 30 years, Pat has served on many
boards and committees for non-profit organizations and special projects mostly community health care
and wellness.

In Pat's 30 years of consistent service to the community, she has devoted many hours of time and energy
in participating in community projects such as the 1994 campaign to build a new Pickleweed Community
Center (now Albert J. Boro Community Center). Pat has served as a board member for Northbay
Leadership Council, Healthy Marin Partnership, Lifehouse, and the Marin Agricultural Institute.
If approved by the City Council, Pat Kendall will be recognized at this year's State of the City Dinner,
which is scheduled for Thursday, March 14, 2013.
FISCAL IMPACT: As the Citizen of the Year Award program is privately funded, there is no financial
impact to the City of San Rafael.
OPTIONS:
• Adopt the Resolution of Appreciation conferring the Citizen of the Year Award to Patricia Kendall.
• Return the recommendation to the Selection Committee for reconsideration.

WHEREAS,
Patricia (Pat) Kendall is a long-time resident of San Rafael well known for her community
and civic involvement. Trained as an emergency room nurse, Pat's community service began
35 years ago when she participated in the formation of Marin County's "911 Paramedic
Program." Through these many years, Pat has continued to support this program as a
member of the Emergency Medical Care Committee; and
WHEREAS,
Over the past three decades, Pat has served on many boards and committees for non-profit
organizations and special projects including, among others as: board chair of the Northbay
Leadership Council and the Healthy Marin Partnership; board treasurer of the Marin
Agricultural Institute; board vice -chair of Lifehouse; board member of the Marin County
School -to -Career Program, and leadership posts with the San Rafael Chamber of Commerce
and the Pickleweed Community Center; and
WHEREAS,
Pat is a true visionary and skilled collaborator. Pat is one of the founding members of the
Healthy Marin Partnership, a coalition of Marin County—based major health, education and
philanthropic organizations working together to create a healthier community. Since 2000,
Pat has served as a Chair of this Partnership and has been the driving force in shaping its
"upstream" lifestyle model focusing on prevention associated tobacco and high-risk alcohol
use, unhealthy eating and inactive lifestyles. This Partnership has served as an incubator for
other community collaborations including the County's Wellness Collaboration, Canal
Community Gardens and Children's Health Initiative, and
WHEREAS,
in 1994, Pat was selected by former Mayor Al Born to chair the ambitious $9 million capital
campaign to build a new Pickleweed Community Center. For the two years that followed,
she volunteered hundreds of hours of her time to meet with local business owners and
community leaders to raise funds for this effort; and
WHEREAS,
Pat's commitment to promoting business leadership has been acknowledged through her
receipt of many awards including the San Rafael Chamber of Commerce Ann Weston Award
(2005), the Northbay Business Journal Women in Business Health Care Award (2003), the
Bank of Marin Spirit of Marin Business Person of the Year (2003), and the Community
Action Marin Dorothy Hughes Humanitarian Award (2004).
NOW, THEREFORE
LET IT BE RESOLVED, that the San Rafael City Council expresses its appreciation to Pat Kendall's
efforts on behalf of her
community and hereby awards her the Richard O'Brien and the Mary Ferrario O'Brien Citizen of the
Year Award.

I . What contributions has this individual made to the,community that are
beyond the scope of normal civic responsibilities?
For well over three decades, Pat Kendall has worked to improve the health and well-
being of all Marinites. As a San Rafael resident and Medical Group Administrator for
Kaiser Permanente San Rafael Medical Center, she has donated countless hours of her
personal time to build a healthier community.
A visionary and talented collaborator, Pat's long list of community and civic involvement
makes her a perfect choice for citizen of the year.
Trained as an emergency room nurse. Pat's first foray into community service began

Today, Pat is also board chair of two major collaboratives, the North Bay Leadership
Council and the Healthy Marin Partnership. She serves as board treasurer of the Marin
Agricultural Institute, board vice -chair of Lifehouse, board member of the Marin County
School to Career Program, and helped found the Marin Autism Collaborative. In
addition, she has held past leadership posts with the San Rafael Chamber of Commerce
and the Pickleweed Community Center.
2. What impact on the community did this individuals actions make? How has
this person made a difference?
Pat sees her role as helping to create a shared vision for our community, supporting the
group collaborative process.
Building Coalitions - Healthy Marin Partnership
If any one accomplishment had to stand for Pat's deepest vision, it would be her work
with the Healthy Marin Partnership, a coalition of the County's major health, education
and philanthropic organizations working together to create a healthier community. As
chair of the Partnership since 2000 and a founding -member, Pat has been the driving
force in shaping its "upstream" lifestyle model, with its focus on prevention to address
the County's major health issues of tobacco and high-risk alcohol use, healthy eating and
inactive lifestyles.
Under Pat's leadership the Partnership has helped to pass the County's smoke-free and
social host ordinances; reaching thousands of children, teens and parents with healthy
lifestyles messages Sum' through the annual Parent and Teen Universities and Peer it

programs; and transforming the Marin County Fair into an award winning family
friendly, smoke-free and alcohol -sponsorship free event.. And the group also served as an
incubator for other community collaborations, including the County's Wellness
Collaboration, Canal Conununity Gardens and Children's Health Initiative,
Sunportina Diverse Communities — Pickleweed Community Center
In 2004, Pat was asked by Mayor Al Boro to chair the ambitious $9 million capital
campaign to build the new Pickleweed Community Center in the heart of San Rafaels
Canal Area, Pat embraced the challenge.
For the next two years Pat spent hundreds of hours volunteering her time to meet with
local business owners and coinmunity leaders, raising funds and inspiring others to share
in this dream of a, culturally rich home for the more than 12,000 immigrants and low-
incorne residents who live in the Canal Area.

Her efforts came to fruition in 2006 with the opening of the 24,000 square foot
Community Center and library, changing the look and feel of the Canal and providing
space for a myriad of community activities.

Carina for Vulnerable Populations
With her health care background, Pat is keenly aware of the special needs of individuals
and families who live with developmental disabilities. For many years she has served on
the board and currently is board vice -chair for Lifeliouse, a local non-profit organization
that provides services for the disabled. Her experiences there led her to help found the
Marin Autism Collaborative. By way of her relationships with the medical community
she has been able to elevate the issue of autism, educating and engaging clinicians and
helping to create greater community awareness.
Growing Farmers Markets
Knowing that access to fresh fruits and vegetables is an important building block for a
health community, -Pat has welcomed the opportunity to assist in creating a permanent
home for the Farmers Market with the establishment of its sister nonprofit, the Marin
Agricultural Institute. As bo ftindraising lead, she is enthusiastic about

bringing together the varying interests of farmers, consumers, policymakers and funders
to promote healthier food choices, community education, and support local agriculture.
Engaging Our Local Economv
Pat understands that a healthy and vibrant community also needs a strong local economy.
Since 1995, Pat has been a member and currently chairs the North Bay Leadership
Council, a coalition of major employers in the North Bay,%vorking together to promote
regionally focused public policy. In these disconcerting financial times, Pat's leadership
has brought calm and hope to the business community, a testament to her leadership
abilities and a tribute to her managerial skills and health care training.
As Council chair, Pat has a particular interest in environmental issues and has focused her
activities on educating businesses about what steps their organizations can take to reduce
their carbon footprint, promote alternative transportation use, and conserve water. Just as
importantly, this past year she helped lead the Council's successful Measure Q campaign
to bring the SMART train to the North Bay.
Pat also served multiple leadership roles with the -San Rafael Chamber of Commerce.
Under her tenure as board chair the Chamber helped create the first public/private Marin
Workforce Housing Trust Fund which is dedicated to expanding affordable housing
opportunities in the County. Other significant accomplishments include leading the local
campaign to reform workers' compensation laws and advocating for local businesses
with a successftil business retention outreach program with the City of San Rafael
Economic Development Director.
Educating Students
In 2000. Pat worked with the Marin COL111t) 7 School to Career Partnership to develop
student internships at Kaiser Pennariente San Rafael in more, than 15 departments of the�
hospital and medical offices. Her enthusiasm and belief in the program inspired many
managers to embrace the program that today. sponsors more than 40 students each �ear.

Kaiser Permanente. Now in its seventh year, this innovative program prepares high
school students for employment as certified medical assistants after graduation.
Moreover, these programs energize students in their current studies and help them learn
the importance of school to their future career and world of work.
3. Discuss the time and energy this person has devoted to the
community projects or efforts.
A tireless worker, Pat does not distinguish between community work and play. Having
served on more than 10 boards in the last five years alone, she has wholeheartedly given
of her personal time and energy.
4. Discuss the challenges met and overcome by this individual.
Pat has yet to meet the challenge that cannot be overcome. As any one who knows her is
aware, she often says "it is an honor and a privilege to serve the community and with that
privilege comes great responsibility.' More than anyone we know, Pat takes her
community involvement and sense of responsibility seriously, and she is unwavering in
her commitment.
The collaborative process can be a laborious way to plan and make decisions. But for Pat,
this is doing the "right thing" and it is only. by investing in the collaborative process that
we ensure our goodwill and ethical nature.
5. To what extents has the individual's efforts been previously
recognize'd by the community?
Pat's commitment to business leadership has been acknowledged by the San Rafael
Chamber of Commerce (2008 Ann Weston Award) North Bay Business Journal (2003
Women in Business — Health Care), and Bank of Marin (2003 Spirit of Marin -Business
Person of the Year). Her singular community recognition has been with Community
Action Marin (2004 Dorothy Hughes Humanitarian Award).
