HomeMy WebLinkAboutED Downtown Market Street Closure 2017SAN RAFAEL THE CITY WITH A MISSION Agenda Item No: 4.b Meeting Date: February 21, 2017 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Economic Development Prepared by: Brian Auger City Manager Approval: Events Coordinator TOPIC: Downtown San Rafael Market 2017 SUBJECT: Authorization for Temporary Road Closure for Seasonal Downtown San Rafael Market from April through September 2017 RECOMMENDATION: Approve Resolution BACKGROUND: San Rafael's Downtown Farmers' Market was established in 1990 and was modeled after the City of San Luis Obispo's evening festival. The market draws up to 5,000 people each Thursday night with its family -friendly atmosphere. This season Market Director Shayla Moran from Next Generation Events, LLC will embark on new branding, music offerings and craft vendors. Manaqement of the Festival Next Generation Events, LLC has successfully managed the Downtown Farmers' Market since 1990. Shayla Moran, the current owner of Next Generation Events, LLC has continued to modify, improve and creatively manage this event in Downtown San Rafael. City Staff works with Next Generation, LLC to assist in the management and operations of the weekly market. San Rafael Police are assigned to maintain public safety. Next Generations Events, LLC was recently granted a three-year seasonal contract operating from April 2017 through December 2019; the contract was adopted by the Council on February 6, 2017. ANALYSIS: The road closures proposed are the historic road closures for the Downtown Market and other Downtown Special Events coordinated with the City. City Staff and the Police Department coordinate the road closures using the existing traffic plan for the proposed closures. All Traffic Directional signage and barricades are managed by City Staff. COMMUNITY OUTREACH: Next Generation Events, LLC manages and handles all marketing aspects of the market. FISCAL IMPACT: FOR CITY CLERK ONLY File No.: 11-19 Council Meeting: 02/21/2017 Disposition: Resolution 14277 SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 The City costs for the Market include Police time, Events Coordinator time, Parking Services staff time for the weekly no parking signage and towing, Public Works staff costs for signage, and pressure washing during and after the season. These costs are included in the respective budgets of the four city departments. OPTIONS: The City Council has the following options to consider on this matter: 1. Staff's recommended action (approve, accept, etc.) 2. Adopt resolution with modifications. 3. Direct staff to return with more information. 4. Take no action. RECOMMENDED ACTION: Adopt the attached resolution. ATTACHMENTS: Resolution RESOLUTION NO. 14277 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING THE TEMPORARY CLOSURE OF PORTIONS OF CITY STREETS FOR THE SEASONAL DOWNTOWN SAN RAFAEL MARKET ON THURSDAY EVENINGS FROM APRIL 6TH, 2017 THROUGH SEPTEMBER 28TH, 2017, 5:00 P.M. TO 10:00 P.M. WHEREAS, the SAN RAFAEL CITY COUNCIL has determined that it is in the best interest for public safety to engage a modified Traffic Plan and Road Closure to operate a weekly Downtown event, such as the seasonal Downtown San Rafael Market; and WHEREAS, the seasonal Downtown San Rafael Market occurs on Thursday evenings from April through September each year, and the 2017 Market will run from April 6tH, 2017 through September 28th, 2017 on Fourth Street from Cijos Street to B Street; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the below streets should be temporarily closed to through traffic for the times shown below on the Thursdays of the seasonal Downtown San Rafael Market from April 6, 2017 through September 28, 2017: 1. Fourth Street from "B" Street to Cijos Street from 5:00 p.m. to 10:00 p.m. 2. "A" Street between Fifth Avenue and the entry to the Parking structure, Lootens Place between Fifth Avenue and Commercial Place, and Cijos Street from Fourth to Commercial from 5:00 p.m. to 10:00 p.m. NOW, THEREFORE BE IT RESOLVED, that all of the above findings are true and correct. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the dates and times described above. BE IT FURTHER RESOLVED that this Resolution shall take immediate effect upon adoption.
