WHEREAS,
TO
PAUL PANICHELLI
the City Council and the Redevelopment Agency of the City of San Rafael
detennined to embark on a collaborative, community based, consensus planning
effort to determine the future of Downtown San Rafael; and
WHEREAS, the Redevelopment Agency appointed Paul Panichelli to serve as a member of
the Downtown Community Plan Committee; and
WHEREAS, the Committee met from 1991 to 1993 to formulate Our Vision of Downtown San
Rafael which reflects the dreams and desires of the entire community; and
WHEREAS,

NOW,
Paul reflected the interests of downtown residents, social service agencies,
downtown shoppers and long time residents on the Downtown Community Plan
Committee; and
Paul interacted with many of the Plan Sponsor groups, including the Interfaith
Council, Marin Council of Agencies and Marin Heritage, and kept them informed
of the progress made on the Plan; and
Paul provided his mother's hoose as a meeting place, history about Downtown,
many insightful observations, hours of effort throughout our two years of world
and assisted tremendously in informing the community about Our Vision for
Downtown San Rafael.
THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of
San Rafael, on behalf of all its citizens, hereby express sincere appreciation and
gratitude to Paul Panichelli for his dedicated and devoted service as a
DOWNTOWN COMMUNITY PLAN COMMITTEE MEMBER and the
contributions he has made to creating a Vision for Downtown San Rafael which
will improve the quality of life for current and future residents of San Rafael.
