CITY OF SAN RAFAEL
PRESENTS THIS

TO
LARRY PAUL
WHEREAS, the City Council and the Redevelopment Agency of the City of San Rafael
determined to embark on a collaborative, community based, consensus planning
effort to determine the fixture of Downtown San Rafael; and
WHEREAS, the Redevelopment Agency appointed Larry Paul to serve as a member of the
Downtown Community Plan Committee; and
WHEREAS, the Committee met from 1991 to 1993 to f'or•mulate Out- Vision of Downtown San
Ra ael which reflects the dreams and desires of the entire community; and
WHEREAS, Larry reflected the interests of the design conmictnity, parents and Downtown
shoppers on the Downtown Community Plan Committee; and
WHEREAS, Larry interacted with many of the Plan Sponsor groups, including the Design
Review Board and the Main County AIA Taskforce, and kept them informed of
the progress made on the Plan; and
WHEREAS, Larry provided a reasoned approach to issues with a special sensitivity to design,
hours of effort throughout our two years of work, and assisted tremendously in
informing the community about Out- Vision for Downtown San Rafael.

THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of
San Rafael, on behalf of all its citizens, hereby express sincere appreciation and
gratitude to Larry Paul for his dedicated and devoted service as a
DOWNTOWN COMMUNITY PLAN COMMITTEE MEMBER and the
contributions he has made to creating a Vision. for Downtown San Rafael which
will improve the quality of life for current and fiutur-e residents of San Rafael.
