TO
RICHARD M. CLARY
POLICE OFFICER, SAN RAFAEL POLICE DEPARTMENT
WHEREAS, on October 19, 1992, Officer Richard M. Clary was on duty as
an officer in the San Rafael Police Department when he heard a radio
broadcast of an armed robbery in a local convenience store; and
WHEREAS, Officer Clary immediately positioned himself where he believed
he could intercept the fleeing suspects, which he in fact, did only minutes
later on the Richmond -San Rafael Bridge. With no assistance immediately
available, Officer Clary followed the suspects into the east bay; and
WHEREAS, Officer Clary continued his pursuit of the suspects into
unfamiliar territory with little prospect of receiving assistance until joined by
another San Rafael unit seconds before the suspects vehicle crashed, forcing
them to abandon it and attempt to shoot Officer Clary and fellow officers;
and
WHEREAS. Officer Clary displayed uncommon bravery in engaging the
suspects, who outnumbered the San Rafael Officers, leaving the safety of
cover in order to assist his fellow officers and continue the pursuit on foot
while exchanging gunfire at close range until the situation was concluded.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Rafael, on behalf of its grateful residents, employees and businesses,
and in acknowledgment of Richard Martin Clary's exemplary conduct and
heroism expresses its sincerest appreciation for a job well done.
