Closed Session: - None OPEN TIME FOR PUBLIC EXPRESSION — 7:00 PM: The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CITY MANAGER'S REPORT: 3. City Manager's Report CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council's vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff member, for separate discussion and vote. 4. Consent Calendar Items: a. Approval of Minutes of City Council / Successor Agency Regular Meeting of September 5, 2017 (CC) Recommended Action — Approve as submitted b. Resolution Authorizing the City Manager to Execute an Amendment to the Professional Services Agreement with Kermani Consulting Group, for Disaster Cost Recovery Consulting Services to Increase the Compensation for a Total Not to Exceed Amount of $95,000 (PW) Recommended Action — Adopt Resolution c. Resolution Accepting a Bid from Southwest Construction & Property Management in the Amount of $502,700, and Authorizing the City Manager to Enter into a Construction Contract for the City Hall and Terra Linda Recreation Center Roof Replacement Project, City Project No. 11316, in an Amount Not to Exceed $583,950 (PW) Recommended Action — Adopt Resolution d. Resolution Adopting an Updated Integrated Pest Management Policy (PW) Recommended Action — Adopt Resolution e. Resolution Approving the Parcel Map and the Subdivision Improvement Agreement for Lands of Hanzl, 179 Los Ranchitos Road, San Rafael, California (PW) Recommended Action — Adopt Resolution PUBLIC HEARING: 5. Public Hearing: a. Resolution Conditionally Approving Environmental and Design Review Permit (ED 15- 027) and an Exception (EX17-007)to the Prohibition on Ridgeline Development and to Allow the Construction of a New 3,570 Square -Foot, Multi -Story Single -Family Residence and Associated Site Improvements (Driveway, Retaining Walls, Drainage and Landscaping) on a Vacant 94,857 Square -Foot (2.18 Acres) Hillside and Ridgeline Parcel, Located at 23 Meyer Road (APN: 015-291-15) (CD) Recommended Action — Adopt Resolution OTHER AGENDA ITEMS: 6.
