RECOMMENDATION: Accept the Report BACKGROUND: Sonoma Marin Area Rail Transit (SMART) started rail service on August 25, 2017, from the Santa Rosa Airport to the downtown San Rafael Station. The construction of this initial operating segment took several years to construct and involved many different projects that affect the residents of San Rafael. The following is a list of projects that have been completed and are currently still active around the initial operating segment. Initial Operatinq Svstem #1 (IOS1) — Santa Rosa Airport to San Rafael (Phase 1) COMPLETED CONSTRUCTION SMART Description Status Rail Crossing —Track Construction Completed in 2016 Puerto Suello Tunnel Reconstruction of the Puerto Suello Tunnel to accommodate the Station Platforms Rail Signals and Operations File No.: 245 Council Meeting: 09/05/2017 Disposition: Accepted report new rail system was completed in 2016. This work included interaction with City of San Rafael Police and Fire departments regarding emergency preparedness procedures. Platforms at the Downtown Station and the Civic Center Station were completed in 2016. SMART adapted the stations to fit the style for each area, such as lights, benches and kiosks. Rail signal system was in place in 2016, but went through an extensive testing procedure in 2017. FOR CITY CLERK ONLY SAN RAFAEL CITY COUNCIL AGENDA REPORT / Paee: 2 City Description Status Regional Transportation System This project, completed in 2016, was initiated in preparation for Enhancement Project (RTSE) new rail service to San Rafael with the intent to install new signals on intersections around the Downtown Station to minimize impacts to the public. Queue Cutter Project This project was completed in 2016 with minor modifications to signals in 2017. The new signals at Mission, Fifth and Fourth are utilized to keep vehicles from being on the rail tracks. Quiet Zones This project established a quiet zone for the initial operating system in the spring of 2017. The establishment of a quiet zone limits the train to sounding the horn at the stations and not at the rail crossings. Dollar Hill Tower Upgrades This project included installing additional electrical equipment on the Dollar Hill Tower and was completed in the fall of 2016. Transit Center Relocation Study The City's Economic Development Department as well as Public Works staff worked with staff from Golden Gate Transit, Marin Transit, SMART and TAM to examine the Bettini Transit Center and the effects of rail construction and operations to Larkspur. The study completed in the spring of 2017 identified three alternatives for the relocation of the transit center as well as an interim configuration to be implemented while SMART's Larkspur extension is constructed. Transit agencies are utilizing this initial study to further develop a plan for the Bettini Transit Center. McInnis & Civic Center Drive The City modified the signal system in conjunction with the Traffic Signal Improvements County's Civic Center Project. County of Marin Description Status Civic Center Drive Improvements The County of Marin completed improvements to Civic Center Drive in early 2017. ACTIVE CONSTRUCITON SMART Description Status Los Ranchitos Multi -Use Path This Multi -Use Path (MUP), adjacent to the rail line, which connects the Civic Center Station with Los Ranchitos Road, is scheduled for installation in the fall of 2017. SMART will be constructing this pathway with others along its rail line and anticipates the completion to these MUP's by January 2018. Merrydale Channel Mitigation SMART has requested to perform some mitigation near a small channel that fronts Merrydale Road south of the Civic Center Station. SMART intends to perform this work while installing the Los Ranchitos MUP. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Paee: 3 Golden Gate Transit Description Status Bettini Transit Center Study Golden Gate Transit is the lead agency in developing more detail concepts and plans for the development of a new transit center in San Rafael. This effort will take several years to develop. Full construction funding for this project has not been identified. Larkspur Extension SMART has developed 3S% conceptual plans for extending the rail service from San Rafael to Larkspur Landing. In July 2017, SMART hired Stacey-Witbeck-Herzog (SWH) as the design -build contractor to construct the Larkspur extension. SWH has been working on the design and will be moving forward with key construction operations in the fall of 2017. SMART (Design -Build) Description Status Track Construction SMART has indicated that they will be performing this work from Larkspur to Downtown San Rafael. Closure, night work and other impacts should be anticipated in order to accommodate this construction. Bridge Construction Mahon Creek: SMART has an environmental window for performing construction work near the San Rafael canal and associated ditches. Construction on the bridge foundations over Mahon Creek is anticipated to commence in the September of 2017. This work includes pile driving. Modification to Francisco Blvd West may be required to install the piles for the bridges. Auburn Street: Removal and replacement of the wood trestle bridge will be needed. Closure of roadway in this area will be required. Roadway Construction Francisco Blvd. West & Rice Drive: In order to remove two existing crossings near Irwin Street SMART has agreed to realign their double tracks just south of second street. This effort will require the realignment of Francisco Blvd west at Rice Drive and will require the installation of a sheet pile system next to the existing ditch. SMART anticipates installing this sheet pile work in the fall of 2017. Full road closure should be expected for the roadway construction, which could last several months. The installation of the sheet piles will not require roadway closure. Andersen Drive: It is anticipated that SWH will construct the improvements needed at this crossing to allow a roadway crossing of the track in this area. Second & Third Street: SMART will need to extend their rail system across 2nd and 3rd Streets. Minor modification to the roadway elevation may be needed. Station Construction SMART anticipates working on the Larkspur Station as one of the first items of work. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Paee: 4 City of San Rafael Active Projects (Construction and Studies) Description I Status Andersen Drive Rail Crossing This project has been fully designed and forwarded to SMART. SMART anticipates constructing this project as a change order and billing the City. The City submitted a formal request to the CPUC to allow Andersen Drive to remain an at -grade crossing. The City has requested that the CPUC expedite the approval process in order to meet SMART's schedule. Second and Third Street Queue Additional signals, similar to those on Fourth, Fifth and Mission are Cutters needed to restrict vehicles from sitting on the rail tracks. The City will be pursuing the design and installation of these signals in the next few 18 months. Quiet Zones Residents in San Rafael, as well as portion of the unincorporated section of the City, have requested that the City's current Quiet Zone extend to the CalPark Tunnel. Second to Andersen Multi -Use Alta Planning and Design has developed a 35% plan set and Pathway (MUP) Study forwarded this plan to SMART. Alta is currently working on obtaining environmental clearance for the MUP. SMART will allow enough space for the installation of the MUP and SMART may construct the path with the rail system. Full funding has not been identified for this project. SMART has already started the design of the Larkspur Extension. They expect to start installation pile foundations for the two bridges across Mahon Creek and sheet pile installation near Irwin Street to start in mid-September 2017. SMART anticipates completion of the construction of the Larkspur Extension to occur by the end of 2018 with testing and regulatory approvals to follow.
