A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL CERTIFYING A NEGATIVE DECLARATION
FOR PARKING ORDINANCE TEXT CHANGES
WHEREAS, as part of the conceptual adoption of the West
Francisco Plan and Certification of the Downtown Transportation
and Parking EIR the City Council supported a reduction in office
and retail parking requirements; and
WHEREAS, City staff has reviewed the parking requirements
of other jurisdictions and has conducted several surveys of existing
parking lots to determine actual parking demand for uses; and
WHEREAS, staff has recommended modifications of the
parking ordinance to better align requirements to actual demand
and to correct deficiencies on certain standards; and
WHEREAS, those text changes are described in the staff
report dated October 26, 1982; and
WHEREAS, pursuant to CEQA, staff has performed an
initial study and has concluded that the text changes will not
result in an adverse effect on the environment; and
WHEREAS, the Planning Commission on July 13, 1982
recommended to the City Council the certification of a Negative
Declaration; and
WHEREAS, The City Council on November 1, 1982 held a
duly noticed public hearing on the matter
NOW, THEREFORE, BE IT RESOLVED that the San Rafael
City Council certifies a Negative Declaration with the following
findings of fact:
1. The proposed text changes will result in a better
alignment between parking requirements and actual
needs. Surveys conducted by staff indicate that
sufficient parking will be provided based upon the
proposed standards.
2. The revised stall dimension standards will improve
safety and will not result in a significant
increase in space needed to satisfy parking
requirements.

introduced and adopted at a regular meeting of the Council of said
