HomeMy WebLinkAboutResolution No. 6376 (Community Center Rental Rates)RESOLUTION NO. 6376 RESOLUTION OF THE CITY OF SAN RAFAEL APPROVING CHANGES IN RENTAL RATES AND RULES AND REGULATIONS AT THE SAN RAFAEL COMMUNITY CENTER AND THE TERRA LINDA RECREATION CENTER WHEREAS, rental fees are charged for usage of all city owned recreation and community center buildings; and WHEREAS, policies are established to protect the City from damage or abuse to said facilities; and WHEREAS, all users must accept the fees and policies to use said facilities. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael approve the attached revised fees and rules and regula- tions governing the use of the San Rafael Community Center and the Terra Linda Recreation Center. I, JEANNE M. Individuals and community groups are permitted and encouraged to use the center, which is available on a reservation basis. FEE SCHEDULES GROUP DESCRIPTION I Non -Profit Organizations FEE $10.00 per hour for auditorium $2.50 per hour for club- rooms & lounge $30.00 flat fee for kitchen $15.00 flat fee for patio II Private Use and Non -Profit $20.00 per hour for Fundraising Events auditorium $5.00 per hour for club- rooms & lounge $40.00 flat fee for kitchen $15.00 flat fee for patio III Commercia.l Groups $35.00 per hour for auditorium $20.00 per hour for club- rooms & lounge $80.00 flat fee for kitchen $50.00 flat fee for patio 1. Proof of non-profit status is required to qualify as Group I. 2. All events for business or commercial use, for profit or gain, qualify as Group III. ADDITIONAL FEES 1. Deposit of $100 must accompany application to hold date. 2. $100 refundable cleaning deposit must be included 20 days prior to the event. 3. All auditorium rentals, room rentals, after 5PM and weekend hours require an additional $12 hour charge which is used to cover administrative costs, utilities, and required staff attendant. 4. Stage dressing rooms are $15 flat fee per dressing room. 5. Stage Lighting: $5/hour for any use of stage lighting or spotlights. Any changes other than on-off of lights, must have a lighting technicain on duty at an additional $10/hour. 6. Flat fee for use of stage - $20/event (dressing rooms $15/event). 7. Other: Piano $15; Movie Screen $10; Lecturn $10; P.A. System $10; Bars $10 each; Coffee Pots $10 each. RULES AND REGULATIONS 1. Reservations will be accepted 1 year in advance. All fees and insurance forms (and ABC permit when required) must be submitted no later than 20 days prior to the event. 2. Hours of use stated on the application permit must include set-up time as well as clean-up time. Building left in unclean condition will result in additional charge to user. Failure to abide by stated times may result in additional fees. 3. Application permits are non -transferable. 4. Applicants must comply with the State Alcoholic Beverage Policy if alcoholic beverages are to be sold. 5. Reservations for use of the center by youth groups must be completed by an adult sponsor. 6. At the discretion of the center director, security or police officers may be required. 7. If alcoholic beverages are being served, the applicant must provide a certificate of insurance stating that the event is covered for a minimum of $100,000 public liability insurance. The City of San Rafael must be named as an additional insured. 8. The applicant whose signature appears on the registration form should arrive at the starting time designated and be present until the end of the event. If the applicant cannot be present, he should designate an individual and place that name on the application. 9. All facilities must be left in the same condition as before the event started. 10. No smoking is allowed inside the auditorium. If not enforced, cleaning deposit may be withheld. It is the renters responsibility to enforce the "No Smoking" policy. Violation may result in forfeiture of deposit. 12. No tape, adhesives, nails, screws, staples, tacks for pins are allowed in/on walls, woodwork, or windows. If not enforced cleaning deposit may be withheld. 13. Neither birdseed nor rice is allowed to be thrown at weddings. 14. Deposit will be retained if event is cancelled. If the event is cancelled less than 20 days before an event, all rental and deposit monies will be retained. 15. Reservations may be revoked at any time wherever the use of buildings or facilities may interfere with department program activities or where there has been a violation of approved regulations. 16. At the discretion of the San Rafael City Council, additional deposits/ bonds, insurance may be required. 17. The City reserves the right to make any physical or furniture changes in the building.
