RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ACKNOWLEDGING ABAG 2853 HOUSING NEEDS PROJECTIONS EXCEPT
THE REPLACEMENT NEED FIGURE
WHEREAS, the Association of Bay Area Governments (ABAG)
is the council of governments under the Joint Exercise Powers Act
for the San Francisco Bay Area; and
WHEREAS, each council of governments is required by
Section 65584 of the Government Code to determine the existing and
projected housing needs for its region, and for each city and
county within the region; and
WHEREAS, after a duly noticed public hearing held on
December 17, 1981, the ABAG executive board approved the housing
needs report on December 31, 1981, beginning the official local
review and revision period of the needs projections contained
therein; and
WHEREAS, ABAG staff has worked with staff of the City
of San Rafael to review the housing needs report and to insure the
most complete and reliable information has been used in determin-
ation of housing needs for this jurisdiction; and
WHEREAS, City review of building and demolition permits,
and planning use permit and design review records find the replace-
ment need to be 85 units over five years rather than the ABAG
calculation of 136 units; and
WHEREAS, the City of San Rafael has an adopted Housing
Element complying with the 1977 State Housing Element Guidelines
and need not revise its Housing Element until 1984; and
WHEREAS, the Council does not wish to amend its Housing
Element to include the ABAG housing projections at this time, but
will utilize these numbers in connection with other available data
in subsequent General Plan and Housing Element revisions; and
WHEREAS, the City Council believes the ABAG housing
needs determination reflects recent housing construction trends
and will be acceptable to the City when the needs projections are
revised in 1983.

RESOLUTION NO. 6264
NOW, THEREFORE, BE IT RESOLVED that the City of
San Rafael acknowledges the determination of its share of the
regional housing needs as contained in the December 1981 Housing
Needs Report with the revision of the replacement needs number;
and
BE IT FURTHER RESOLVED that this revision is made
effective March 31, 1982; and
BE IT FURTHER RESOLVED that the ABAG executive board is
requested to act on such revision in accordance with the require-
ments of Government Code Section 65584; and
BE IT FURTHER RESOLVED that a copy of this resolution
be transmitted by the Mayor to the executive director of the
Association of Bay Area Governments.

introduced and adopted at a regular meeting of the Council of said
