RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN RAFAEL ENDORSING AND SUP-
PORTING THE OBJECTIVES AND GOALS OF
THE CALIFORNIA RESOURCE RALLY
WHEREAS, more than 46 million tons of non -hazardous solid wastes
are generated each year in California while many of the state's 600
sanitary landfills are closing for want of space or failure to meet
health and safety standards; and
WHEREAS, an estimated 25,000 tons of solid wastes are generated
each year in the City of San Rafael; and
WHEREAS, Californians spend more than $600 million each year to
collect, transfer, haul and bury solid wastes that contain hundreds of
millions of dollars of valuable energy and materials that could easily
be reused, recycled or otherwise recovered; and
WHEREAS, an estimated 5,000 tons of solid wastes are reused,
recycled, or otherwise recovered each year in the City of San Rafael; and
WHEREAS, the problem of litter continues to plague California's
cities and counties costing the taxpayers an additional $100 million a
year to handle; and
WHEREAS, the State Solid Waste Management Board is the agency
responsible for initiating and encouraging statewide and community pro-
grams in solid waste management planning and enforcement, recycling,
resource reuse, energy recovery, litter control and public education and
participation; and
WHEREAS, the State Solid Waste Management Board --with the support
of dozens of California public interest groups, businesses and local
governments --is sponsoring the Great California Resource Rally to be
held April 20-26, 1981, to raise California's awareness of the State's
impending garbage crisis and encourage citizen participation in litter
control, recycling and waste reduction activities; and
WHEREAS, local governments have a critical leadership role to
play in helping to find solutions to California's solid waste management
challenges;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of San Rafael hereby endorses and supports the objectives and goals of

RESOLUTION NO. 6080
the California Resource Rally, urges its citizens and city personnel
and agencies to participate in and support recycling, litter control and
waste reduction activities throughout the year but especially during the
Rally week of April 20-26, 1981;
BE IT FURTHER RESOLVED that this resolution be publicized through-
out Marin County and serve as a formal petition to all governmental
agencies within said county to endorse and support the Great California
Resource Rally by adopting this same resolution;
BE IT FURTHER RESOLVED that the City Council of the City of San
Rafael, by adoption of this resolution, urges its staff to seek all
available funding from the State Solid Waste Management Board under the
Board's various grant programs for initiation or reinforcement of county
recycling, litter control, waste reduction and resource recovery
activities, and further urges its staff to maximize the reuse and recovery
of San Rafael's waste resources, especially paper, motor oil, aluminum,
glass and newsprint.

hereby certify that the foregoing Resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said City
held on the 6th day of April, 1981, by the following vote, to wit:
