Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council’s vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff member, for separate discussion and vote. 3. Consent Calendar Items: a. Approval of Minutes of Special City Council, and Regular City Council / Successor Agency Meetings for Monday, February 2, 2015 (CC) Recommended Action – Approve as submitted b. Call for Applications to Fill One Four-Year Term on the Fire Commission, to the End of March, 2019, Due to Expiration of Term of Larry Luckham (CC) Recommended Action – Approve staff recommendation c. Call for Applications to Fill One City of San Rafael Advisory Member Position on the Marin County Hazardous and Solid Waste Management Joint Powers Authority Local Task Force (CC) Recommended Action – Approve staff recommendation d. Extension of Emergency Closure of Boyd Park (CS) Recommended Action – Accept report e. Resolution Authorizing Street Closures for the Italian Street Painting Festival Marin from Wednesday, June 24, 2015 Through Monday, June 29, 2015 (ED) Recommended Action – Adopt Resolution f. Resolution Approving the Subdivision Map and the Subdivision Improvement Agreement for the Village at Loch Lomond Marina – Phase 2 (PW) Recommended Action – Adopt Resolution g. Resolution Authorizing the Public Works Director to Sign a Memorandum of Understanding with the Baypoint Lagoon Homeowners Association Allowing the Baypoint Lagoon Homeowners Association to Maintain City-Owned Street Lights Along Baypoint Drive and Baypoint Village Drive (PW) Recommended Action – Adopt Resolution PUBLIC HEARINGS: 4. Consideration of an Ordinance of the City Council of the City of San Rafael Adopted as an Urgency Measure Making Findings and Further Extending a Temporary Moratorium on the Establishment and Operation of New Massage Establishments Within the City of San Rafael (CD) Recommended Action – Adopt Ordinance (4/5 vote) b.
