SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE EXPENDITURE OF $45,160.50 TO PURCHASE 60 BODY WORN
CAMERAS.
DISCUSSION:
In January of 2014, four San Rafael Police Officers were selected to field test body worn
cameras provided by VIEVU Inc. The officers were selected from a variety of shifts to allow for
recordings from different lighting and working conditions. The officers worked dayshift,
nightshift, motorcycle enforcement and downtown foot beat / bicycle patrol.
On February 11, 2014, the Marin County Civil Grand Jury issued a repOli entitled "Get the
Picture? Audiovisual Technology and Marin Law Enforcement." The Grand Jury recommended
that police departments, including San Rafael Police, request their respective city councils to
provide funds to equip officers with body worn cameras.
In June of 2014, ten additional San Rafael Police Officers were selected and outfitted with body
worn cameras to increase our testing of the cameras.
The testing phase is complete and the police department is prepared to outfit all sworn officers
with body worn cameras. The officers that were assigned cameras in the testing phase provided
extensive positive feedback about the cameras along with significant support from the Marin
County District Attorney's Office. The audio and video evidence captured by the body worn
cameras creates an environment for the viewer as though they were with the officer at the time of
recording.
After reviewing studies prepared by other departments in the region and considering other body-
worn camera vendors, staff determined the best solution for the San Rafael Police Department
was the VIEVU LE-3 chest mounted camera. The camera system has a simple on/off switch,
and a management software solution which utilizes a department controlled server. The unique

and proprietary software package requires no additional licensing or recurring maintenance fees.
Additionally, staff determined the purchase of a separate software management solution or cloud
based storage and management system are cost prohibitive due to ongoing storage expenses,
software licensing costs, and the potential data that can be compromised as it is not held locally.
Bay Area agencies that currently use VIEVU cameras include the Novato Police Department,
Oakland Police Depatiment, Union City Police Department, Alameda County Sheriff
Department, Vallejo Police Depatiment and the Fairfield Police Department. Staff has spoken to
several of these agencies and they have been extremely positive about the functionality and
durability of the cameras as well as the suppOli of VIEVU for training and customer support.
Each of these agencies purchased the VIEVU body-worn cameras using a single source
procurement process based upon VIEVU being the only company which sells a body worn
camera and includes a software video management system as part of the purchase.
FISCAL IMPACT: The cost for (60) VIEVU LE-3 body worn cameras is $45,160.50. There
are sufficient resources appropriated in the fiscal year 2014-2015 general fund budget to support
this purchase.
ACTION REQUIRED: Approve expenditure of $45,160.50
RECOMMENDATION: Staff recommends that the City Council approve the purchase of 60
VIEVU LE-3 cameras in the amount of $45, 160.50.

APPROVING THE EXPENDITURE OF $45,160.50 TO PURCHASE 60 BODY
WORN CAMERAS.
Whereas, in January 2014, the Police Department began testing VIEVU LE-3
body worn cameras on four officers; and
Whereas, in June 2014, the Police Department expanded the testing of VIEVU
LE-3 body worn cameras to ten additional officers; and
Whereas, the testing of the body worn cameras was very positive and showed
the impact of audio and video evidence and is supported by the Marin County
District Attorney; and
Whereas, staff has identified resources appropriated in the fiscal year 2014-
2015 general fund budget to fund this purchase; and
Whereas, the City Council finds that because VIEVU is the only company which
sells a body worn camera that includes a software video management system as
part of the purchase, competitive bidding should be waived for this purchase
pursuant to San Rafael Municipal Code Section 2.55.070.
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby waives
bidding and approves the expenditure of $45,160.50 to purchase sixty (60)
VIEVU LE-3 body worn cameras.
