RECOMMENDATION:
Approve Resolution Authorizing Temporary Closure of City streets for the Marin Concours d'Elegance
DRIVE on May 15dr, 2010 on A Street between 3rd Street & 5"' Avenue from 1pm — 5pm.
BACKGROUND:
The Concours d'Elegance is in its second year as a major fund raising event in Marin County. At the
request of the event producers, the City of San Rafael is honored to host the finish of the DRIVE as part
of the event activities. Being part of this event brings public attention to the City as well as a colorful
preview of some of the finest classic autos in the northern hemisphere that will be featured in the event the
following day. The Council previously approved a street closure for this event by adopting Resolution No.
12935. However, the recommendation for street closure has now changed. To safely and properly
accommodate the parking needs of the event the street closure has been extended one block as follows:
Street to be closed from 1 p.m. to 5:00 p.m.: A Street from Third Street to Fourth Street, and Fourth
Street to Fifth Avenue. Fourth Street will remain open and unaffected by this closure.
The proposal will be coordinated with the Police, Fire, area merchants and residents, and Public Works.
FISCAL IMPACT:
Staff and Parking Services will coordinate posting of "No Parking" signs, barricades for the street closure
and traffic direction for the City garage. The Concours d'Elegance will notify all affected merchants and
residents prior to the event and copy the City Event Coordinator with the notification as well.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
RESCINDING RESOLUTION 12935 AND AUTHORIZING THE TEMPORARY
CLOSURE OF CITY STREETS FOR THE MARIN CONCOURS D'ELEGANCE DRIVE
ON MAY 15TH, 2010 ON A STREET BETWEEN 3RD STREET & 5TH AVENUE
FROM IPM — 5PM.
WHEREAS, the City Council adopted Resolution No. 12935 on March 15"', ordering street
closures for the Concours d'Elegance Drive Event on May 15"', 2010, and
WHEREAS, there has been a change in the streets to be closed, therefore it is appropriate to
rescind Resolution 12935 and adopt this resolution to close the streets as follows:
Street to be closed from 1 p.m. to 5 p.m.: A Street from Third Street to Fifth Avenue; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
area, the above street should be temporarily closed to through traffic for the date and times
described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES
AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That Resolution No. 12935 is hereby rescinded; and
3. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed street for the date and times
described above.

Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council
of the City of San Rafael, held on Monday, April 19th, 2010, by the following vote, to wit:
