HomeMy WebLinkAboutPD Citizen Police Academy Grant FundsAgenda Item No: Meeting Date: August 3, 2009 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Police Prepared by: Dan Fink, Lieutenant City Manager Approval: Subject: RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF AND ACCEPTANCE OF FEDERAL JUSTICE ASSISTANCE GRANT FUNDS IN THE AMOUNT OF $109,195 FOR USE FOR THE SAN RAFAEL CITIZEN POLICE ACADEMY THOUGH FEBRUARY OF 2013. Recommendation: Staff recommends the Council adopt resolution authorizing the use of and accepts $109,195 for use for the San Rafael Citizen Police Academy through February 2013. Background: Since 1994, the City of San Rafael Police Department has received Local Law Enforcement Block Grants (LLEBG) Funds for crime prevention, staffing costs and equipment procurement from the Department of Justice Bureau of Justice Assistance. The funds are determined by an amalgamation of population numbers with crime index figures. The funding has always required a 10% match by the City. The Bureau of Justice Assistance has consolidated the Local Law Enforcement Block Grant with the Edward Byrne Justice Assistance Grant and requires a new application process for the formula grant which includes Council approval of the application and acceptance of the award. The formula for determining the funding amount remains the same as above; however, the City is no longer required to match the funds. JAG allows the local agency with the flexibility to prioritize and place justice funds where they are needed most. The money is received at the beginning of the funding cycle and the agency is allowed to earn interest on the funds. The San Rafael Police Department will apply this allocation of funds under the Law Enforcement Programs Purpose Area for use for the San Rafael Citizen Police Academy through February 2013. FOR CITY CLERK ONLY File No.: Council Meeting: Disposition: SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 Analysis: The Justice Assistance Grant establishes a funding source for local agencies to support a broad range of activities to prevent and control crime based on our own local needs and conditions. These funds cannot take the place of on-going or general fund budgeted items but can be added to the mix to maximize purchase power. Fiscal Impact: The Grant will be included in the non general fund revenue for the Police Department for FY 2009-10. The amount will be in addition to funds identified in services and supply line items in the operating budget Options: N/A Action Required: The City Council adopt the resolution authorizing the use of and acceptance of Justice Assistance Grant funds in the amount of $109,195 for use for the San Rafael Citizen Police Academy through February 2013. RESOLUTION RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF AND ACCEPTANCE OF FEDERAL JUSTICE ASSISTANCE GRANT FUNDS IN THE AMOUNT OF $109,195.00 FOR USE FOR THE SAN RAFAEL CITIZEN POLICE ACADEMY THROUGH FEBRUARY OF 2013. Whereas, the United States Department of Justice, Bureau of Justice Assistance granted the City of San Rafael $109,195 in Justice Assistance Grant (JAG) funds; and, Whereas, the Department will use those funds to fund the San Rafael Citizen Police Academy through February of 2013; and, Whereas, the City Council must approve use of the grant funds to begin the process of grant approval; NOW, THEREFORE BE IT RESOLVED, that the City Council approves the use of and accepts $109,195 in Justice Assistance Grant funds.
