SUBMITTED BY: APPROVED BY: Nancy Mackle, Economic development Dir ctor I I�e—nNjrdhoff, City Manager DATE: August 24, 2009 RECOMMENDATION: Approve resolution authorizing the temporary closure of Windward Way from 8:00am — 6:00pm for the Binational Health Week Wellness Fair at the Canal Health & Wellness Campus on October 10, 2009. BACKGROUND: Binational Health Week (BHW) is one of the largest mobilization efforts of federal and state government agencies, community-based organizations, and volunteers in the Americas to improve the health and well- being of the underserved Latino population living in the United States and Canada. It encompasses an annual weeklong series of health promotion and health education activities that include workshops, insurance referrals, and medical screenings. Since 2004 the City of San Rafael has provided support of several Health Week events in the Canal area in order to address the needs of our bi-national and underserved communities. In 2008 the County Health Department hosted the "International Canal Health and Safety Day" at Pickleweed Park Community Center where more than 800 people received health screenings, flu shots, legal support, information, and much more. With this year's opening of the new Marin Health and Wellness Campus there is an opportunity to help people understand the health resources available in their own community and have chosen to have the event at the new Wellness Campus this October 10th, l lam until 3pm. By supporting this year's event we are hoping to capitalize on the prior success of this community event and even expand the services to a large population of those that need health resources and services. As part of the event the Health and Wellness Center has requested a closure of Windward Way in order to provide adequate parking and access for staff/vendors/attendees. Health and Wellness staff will staff the road and monitor ingress and egress. Access on Windward Way for local businesses will remain available throughout the event. FISCAL IMPACT: None. ACTION REQUIRED: LApprove Staff recommendation and adopt resolution for the temporary of Windward Way. 2.Decline to adopt resolution. This option is not recommended as it will hinder the event operations. FOR CITY CLERK ONLY File No.: City Council Meeting: Disposition: RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE TEMPORARY CLOSURE OF WINDWARD WAY FROM 8:OOAM - 6:OOPM FOR THE BINATIONAL HEALTH WEEK WELLNESS FAIR AT THE CANAL HEALTH & WELLNESS CAMPUS ON OCTOBER 10'"', 2009 WHEREAS, The Canal Health & Wellness Campus is sponsoring the event Binational Health Week Wellness Fair and have requested a street closure for Windward Way from 8 a.m. to 6 p.m. on October 10, 2009; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommend that, in the interest of the safety and welfare of pedestrian and auto traffic in the area, the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the dates and times described above.
