BACKGROUND: This is the second partnership between two neighboring non -profits; Goodwill and Ritter Center have joined forces to create a major donor drive event called: SOS Marin. Last year the two-day event raised seventeen thousand dollars in vouchers. This year will combine a major outreach by Goodwill to get clothing and donated items in mutual support of Ritter Center and the local San Rafael Goodwill in a consolidated one day effort. By closing Ritter Street, Goodwill and Ritter Center members will process a volume of donations along Ritter Street for only one day this year, on September 12th. Signage will direct donors to Ritter Street by entering at Second and Lincoln, and then will be directed to exit onto Third Street after the donation has been processed. There were no noticeable negative traffic impacts reported during last year's event. All directional signage and staff will be supplied by the two participating groups as directed by City staff. A RESOLUTION AUTHORIZING TEMPORARY CLOSURE OF RITTER STREET FROM LINCOLN AVENUE TO THIRD STREET SEPTEMBER 129 2009 FROM 9AM TO 5PM TO SUPPORT THE GOODWILL - RITTER CENTER PARTNERSHIP DONATION DRIVE / SOS MARIN WHEREAS, the Goodwill — Ritter Center Partnership Donation Drive / SOS Marin Requires the Temporary Closure of Ritter Street From Lincoln Avenue At Second Street To Third Street On September 12, 2009 from 9am — 5pm; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the date and times described above. BEIRNE, City Clerk The Marin Safety Net Attachment A Goodwill GOODWILL AND RITTER CENTER TEAM UP FOR JOINT CLOTHING DRIVE: SOS MARIN WHAT: Goodwill Industries of San Francisco, San Mateo and Marin Counties and Ritter Center are sending out an SOS to the Marin community! Help clothe and furnish Marin County's least fortunate residents while reducing landfill. Two of Marin County's favorite charities are teaming up to assist low-income and homeless residents who are in need. WHERE: Page 1 of 2 1. Collect all usable clothing and household And don't forget that old computer, working or not) 2. Drop your gently used items off at the Goodwill donation site at Lincoln and 3rd. A portion of the value of all the items collected the weekend of September 12`h will be translated into vouchers for Ritter Center clients to shop at Goodwill for free! "Ritter Center is very pleased to work in partnership with Goodwill Industries," explains Diane Linn, Ritter Center Executive Director. "Now the community can take all donations -- in an earth friendly way -- to one place; and Ritter Center will be able to provide its clients with a wider selection of clothes and household goods at Goodwill while expanding our food pantry and other services with our newfound space. It's a win, win, win and we are proud to be part of such a creative community collaborative." Proceeds from items sold in local Goodwill stores will support Goodwill's employment programs, helping people get back to work! To support this effort, the City of San Rafael will be closing the block of Ritter Street between the two agencies (Lincoln Avenue to Third Street) to through traffic so donors can more easily contribute to this drive. Signage will be placed at Lincoln and 2nd streets directing traffic. REQUEST: 1. Goodwill Industries and Ritter Center would like to arrange of Ritter Street between Lincoln and 3rd Streets. We will need this street closing starting on September 12 from 9:00 AM to 5:00 PM. 2. We would like to borrow 30 orange safety vests from the city of our volunteers to wear.
