RECOMMENDATION: Staff recommends that the City Council accept completion of the project and authorize the City Clerk to file the Notice of Completion. BACKGROUND: As part of the routine traffic monitoring, intersection analysis, and signal inspection, staff analyzed the two intersections of 5°i Avenue/Irwin Street and 5`h Avenue/Lincoln Avenue for improvements and operations using accident and field data. After the review, it was determined that the intersections were in need of improvements, including installation of traffic signals upgrades at both intersections to improve visibility of the signal heads, installation of additional pedestrian safety lighting at all crosswalks, installation of new curb ramps which meet current federal ADA requirements, upgrades to the existing signal equipment, and modifications to the striping layout to provide additional vehicular safety. City Council adopted Resolution number 11850 authorizing the Director of Public Works to enter into an agreement with Kimley-Horn and Associates, Inc. to design the above mentioned intersection improvements. On March 17, 2008, Resolution number 12447 was adopted, amending the agreement to provide additional safety and intersection improvement designs at the two intersections. Final design of the project was completed by Kimley-Horn and Associates, Inc. in May of 2008. The project was advertised in accordance with San Rafael's Municipal code and policies on June 20, 2008 and bids were opened on July 16, 2008 at 2:00 PM. The low bid of $304,425 was $30,455 above the engineer's estimate of $273,970 and the City Council adopted Resolution number 12546 authorizing the Public Works Director to enter into a contract with Columbia Electric, Inc to construct the project. After a 16 -week lead period to obtain the traffic signal materials, construction commenced on January 20`h, 2009 and was fully completed on June 17'h, 2009. PROJECT SUMMARY: The Engineer's Estimate was $273,970.00. Project Inspection and Management was done by the City. The final cost for the project was $315,679.46. Additional costs incurred for this project include $24,274.15 for project design and construction support, $9,045.78 for associated traffic signal service utility work, and $33,135.32 for city supplied traffic signal equipment. ANALYSIS: Pursuant to Civil Code Section 3093 the City, owner of the improvements, is required to record a Notice of Completion upon acceptance of the improvements by the City. This acceptance initiates a time period during which project sub contractors may file Stop Notices seeking payment from the City out of the funds owed to the Contractor for the project work. ACTION REQUIRED: Accept completion of the Fifth Avenue/Irwin Street and Fifth Avenue/Lincoln Avenue Signal Upgrades (Project #11101) and authorize the City Clerk to file a Notice of Completion.
