City Manager Approval: SUBJECT: Resolutions of Appreciation for Members of the Green Ribbon Committee and Green Teams (CD) RECOMMENDATION: Adopt resolutions of appreciation. BACKGROUND: In winter 2008, the City of San Rafael received a $25,000 grant from the Bay Area Air Quality District to prepare a Climate Change Action Plan. To start the project, in April 2008, the City Council appointed over 30 people to serve on a Green Ribbon Committee and four Green Teams. The charge to the Green Ribbon Committee and the Green Teams was to Prepare and recommend to the City Council a Climate Change Action Plan that will achieve realistic and timely goals of reducing the carbon footprint both from City operations and throughout the community. To achieve these goals, the Plan will include actions the City of San Rafael and the community of San Rafael can take to achieve feasible and sustainable reductions in carbon emissions. The Green Team members, covering topics of land use, transportation, urban forest, green building, energy, purchasing and recycling, and adaption/sea level rise, provided much of the technical review of the issues and potential actions. They had many in depth conversations about the state-of-the-art of climate change programs, and prepared drafts for the Green Ribbon Committee to review. The Green Ribbon Committee members provided oversight for the project, and reviewed and approved the final Climate Change Action Plan document. They held two community workshops, including the Vision Green workshop summer 2008, and the Climate Action Open House 2009. Both groups worked diligently and conscientiously to create the Climate Change Action Plan scheduled for adoption tonight. MAYOR COUNCIL MEMBERS CITY MANAGER ATTESTED BY MY HAND THIS DAY OF CITY OF SAN RAFAEL PRESENTS THIS RESOLUTION OF 11PPREEIRTION TO JENNIFER ISLAS WHEREAS, on April 7, 2008, Jennifer Islas was appointed by the San Rafael City Council to serve on the Green Ribbon Committee as part of the Climate Change Action Plan project; and WHEREAS, the Green Ribbon Committee was responsible for developing the program priorities to address climate change which it did in collaboration with four Green Teams and the community -at -large; and, WHEREAS, the Green Ribbon Committee hosted a Vision Green Workshop and the Climate Action Open House, learned about greenhouse gas emission sources in San Rafael, established a target for emission reductions by 2020, and agreed on a list of priority actions the City of San Rafael should pursue to address climate change; and, WHEREAS, Jennifer also served as co-chair of the Green Ribbon Committee, and volunteered at the Climate Action Open House; and WHEREAS, the Green Ribbon Committee's work resulted in a comprehensive and intentional document that focuses City actions and inspires the community to action.
