SUBJECT: A Resolution of the City Council of the City of San Rafael Authorizing the Temporary
Closure of Fourth Sheet from H Street to E Street from 7:00am — 11:00pm for the West End Village
Celebration 2 on Sunday, July 19, 2009.
Streets to be closed from 9 a.m. to 11 p.m.:
1. Fourth Street from H to E Street
2. Shaver Street from Latham St. to Fourth St.
3. F Street from Second St. to Fifth Avenue
4. G Street from Second St. to Fifth Avenue
RECOMMENDATION: Adopt Resolution.
BACKGROUND: In November 2008 a celebration was planned by The West End Village Association (a
group made up by West End merchants and residents) and City officials to acknowledge the revitalized West
End Village. The result was an award winning and successful event enjoyed by the entire City. The West
End Village Association has proposed another event to continue not only the celebration of the west end of
Fourth Street but to celebrate the coming of summer as noted in the introduction to the event proposal ...
"Summer time - July is a time for celebration. It is a time for us as a community to celebrate our countries
independence, lounge in the sun, listen to great music and enjoy each others company with some fun in the
sun". This new event will include two stages of music, food vendors and merchants will consist of local
Fourth Street Merchants. A carnival style children's area with arts & crafts, active games, stilt walkers as
well as other activities will be feature of this celebration. A percentage of the beer and wine sales will be
donated to a local to be named non-profit group. The event is an additional welcome for City and County
residents to enjoy the unique ambiance of our Downtown in the West End Village. Please read the attached
proposal for the entire details of this great event.
FISCAL IMPACT: Expenses will be covered by the event organizers. Event staff will coordinate with each
department and assist operation of the event.
ACTIONS: Adopt Resolution.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE TEMPORARY CLOSURE OF FOURTH STREET
FROM H STREET TO E STREET FROM 7:OOAM - 11:OOPM FOR THE
WEST END VILLAGE CELEBRATION 2 ON SUNDAY, JULY 199 2009
WHEREAS, The West End Village merchants have proposed an event to celebrate the summer
and the new condition of the West End Village on July 19, 2009; and
WHEREAS, the merchants have proposed that the event occur on Fourth Street from H to E Street,
Ida Street from Second Street to Fourth Street, G Street from Second to Fifth Avenue, F Street and
Shaver Street from Latham Street to Fifth Avenue from 7:OOam—11:OOpm on July 19, 2009;
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
West End area, the above streets should be temporarily closed to through traffic for the date and
times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed street for the dates and times
described above.

CELEBRATION 2 (BLOCK PARTY)
Summer time - July is a time for celebration. It is a time for us as a community to celebrate our
countries independence, lounge in the sun, listen to great music and enjoy each others company with
some fun in the sun.
The proposed event would consist of a 3 block closure on Sunday July 19 lb between
approximately 7:OOAM to 11PM, of which I IAM-8:30PM will be actual event time, leaving 7:00-
1 IAM for set up and 8:30-1 IPM for the breakdown of the event. This event will consist of 2 stages
(12x15), one stage at the corner of 4`" and G and another stage at the end of 4h and Shaver. There
will be approximately 10 food booths (10x10), 5 of which will be between G and F Street and 5
which will be between F and Shaver, as well as two beer and wine tents (10x20), both of which will
be located in close proximity of the stages on either end of 4h Street. In addition to these, there will
also be between 10 and 15 Arts and Craft Vendors (10x10), two raffle tables (10x10) and a tent for
our non-profit.
The stage will begin at approximately 11AM and will go until 8PM. There will be
approximately 7 acts for both stages. The Mayflower and The Pint Size Lounge will be in charge of
booking the acts for the stages closest to their businesses within an allocated budget. The sound
system for both stages will be donated by Bananas at Large as well as a sound technician. There will
also be two raffle tables with donated goods from local merchants near each stage on 4`h Street.
The food service will begin at 1 1A until 8PM. The food vendors will consist of local
restaurants such as Bobby's, Hanna's and Whipper Snapper as well as support from seven other local
restaurants or food vendors.
Beer and Wine service will begin at I IAM until 8PM and will be supported by a local non-
profit. All the beer and wine for this event will be donated and a percentage of the profit will be
donated to the non profit organization.
We are planning on having tables set up with arts and crafts for children to participate in with
the help of 12 volunteers as well as two Jumpie's on 4`h and F Street. In addition to arts and crafts,
we also wanted to create a carnival like atmosphere where there will be face painting, people dressed
up walking around on stilts, a dunk tank and arcade games.
We will have a Lacrosse Demo that will be sponsored by Sling It Lacrosse. There will be an
area that will be covered with Astroturf where pro lacrosse players will demonstrate their skills for
children in a safe, fun environment.
There will also be a skate demo sponsored entirely by K -Dub and Triumph skate shop. The
skate demo will be between Ida and G on 4`h street and will consist of a street course where pro
skaters can show off and entertain for their fans.
The security for this event will consist of the recommended police officers and volunteers to
cover event perimeter to ensure no alcohol leaves the event area. The stage, tents, tables and chairs
will be set up and broken down by local volunteers assisted by the rental company. There will be
garbage cans that will be emptied and re -lined throughout the event and emptied into a designated
event dumpster by volunteers. The participating food vendors and art and crafts vendors will be
assisted with volunteers to breakdown and clean up their tents as well as clean, sweep and wash the
street if necessary.
