SUBJECT: Resolution approving the deletion of the Printing Press Operator position, the revision of the
Network Support Technician job class specification, and the addition of a third Network Support
Technician position in the Information Technology Division.
RECOMMENDATION: City Council approve staff's recommendation to delete the Printing Press
Operator position, revise the Network Support Technician specification, and add one additional Network
Support Technician position.
BACKGROUND: In 2007, the City's central print shop and mailroom operations were moved into the
Information Technology (IT) Division. The job class specifications for the related positions were not
revised at that time. The technology used, especially for the print shop function, however, has continued
to change and much of the terminology in the current Printing Press Operator specification is now
obsolete. The recent retirement of the position's sole incumbent, has provided and excellent opportunity
to better integrate this function into IT.
ANALYSIS: After considering options, staff decided to pursue merging traditional print shop duties into
the existing Network Support Technician job class. The current Printing Press Operator position will no
longer be required. A third Network Support Technician position can then be added in IT to handle the
workload as well as provide an additional level of backup for other IT functions. A revised Network
Support Technician job specification has been prepared (see enclosure) which accomplishes the stated
goals while having little to no impact on current Network Support Technician incumbents. Human
Resources has met and conferred with the Service Employees International Union (SEIU) and received
concurrence with the plan.
FISCAL IMPACT: Staff anticipates these changes will result in minimal fiscal impact. At the E step, the
original Printing Press Operator pay grade (7234) is only $56 per month less than the Network Support
Technician pay grade (7274). Plus, IT's current budget already includes a higher level of funding to cover
a Y -rated salary for the previous incumbent of the Printing Press Operator position.
OPTIONS: Staff considered three alternatives in deciding on a recommended action. First, the City
could leave the current Printing Press Operator job specification unchanged, but this would leave the City
with a specification that technology has made obsolete. Second, the City could update only those parts
of the Printing Press Operator specification to use more current terminology, but this would not address
the need to better integrate this position into IT and prepare for future implementation of advanced
document management processes. Staff believes the third and recommended option will provide the

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL APPROVING THE DELETION OF THE
PRINTING PRESS OPERATIOR POSITION, THE REVISION
OF THE NETWORK SUPPORT TECHNICIAN JOB CLASS
SPECIFICATION, AND THE ADDITION OF A THIRD
NETWORK SUPPORT TECHNICIAN POSITION IN THE
INFORMATION TECHNOLOGY DIVISION.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, the City's central print shop and mailroom functions were moved into the
Information Technology (IT) Division in 2007, with the job class specifications for the related
positions not changed at that time; and
WHEREAS, technology has changed for the print shop functions and the terminology in
the Printing Press Operator job class specification is now obsolete; and
WHEREAS, the recent retirement of the Printing Press Operator has presented an
opportunity to better integrate this function into the IT Division by incorporating its remaining
duties into a revised Network Support Technician job class specification.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of San
Rafael approves (1) the deletion of the Printing Press Operator position, (2) the revision of the
Network Support Technician job class specification in the form attached hereto, and (3) the
addition of a third Network Support Technician position in the IT Division;

Job Class Specification
Job Title: Network Support Technician
SUMMARY
Under direct supervision, performs work of average to above average difficulty in providing technical
support for microcomputer hardware, software and various devices such as terminals, lap top
computers, printers, projectors, scanners, copiers, FAX machines, postage machines, & plotters.
Handles all aspects of electronic document processes and supports various City activities through a
centralized help desk, duplication center, and mailroom.
DISTINGUISHING CHARACTERISTICS:
This position is assigned to the Information Technology Division of the Management Services
Department. It is the journey level position in the area of information technology and is distinguished
from the Network Analyst job class whose assignments are generally more advanced in their work
with networks, servers, and databases.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
• Trouble shoots work station problems and assists in network administration and maintenance.
• Performs and provides the City's support services for microcomputers, including the evaluation,
selection, installation and maintenance of microcomputer hardware and software.
• Assists in system security, confidentiality, protocols, and backups.
• Coordinates the City's electronic document management program to include creating, duplicating,
distributing, and storing a wide range of documents and other materials in both physical and
electronic form.
• Uses general office automation and specialized software to create and advise others on creating
documents and other material such as correspondence, reports, forms, web pages, flyers, and
multimedia presentations.
• Receives, sorts, transports, and delivers mail, packages, and other materials to and from City
departments and outside service providers.
• Assists with training on network applications and other topics related to assigned functional areas.
• Assists with the City's network communication equipment and workstation inventory.
• Maintains a variety of records and reports.
• Assists and maintains related support tools.
• Participates in presentations to employee and management groups.
• Prepares written reports.
KNOWLEDGE OF:
Local and wide area computer networking. Principles and techniques associated with maintaining
telecommunications, computers, and electronic systems. Current technology in the areas of
microcomputer hardware, software, and support systems. Document management principles. Help
desk,duplication center, and mailroom operations. Training techniques and options. Connectivity of
systems devices such as printers, laptop computers and other related equipment.
ABILITY TO:
Work with modern office, duplication center, and mailroom equipment and software. Assist with the
coordination and implementation of programs to respond to customer request. Prepare written
procedures and action reports. Work effectively with a wide range of customers. Provide technical
assistance to other support staff and contractors.
EDUCATION AND EXPERIENCE:
Any combination of education and experience, which would provide the opportunity to acquire the
knowledge and abilities, identified for this job class. A typical way of achieving these requirements
would be:
Equivalent to an Associates degree from an accredited college. One year of full time experience in a
position with similar responsibilities.
Valid drivers license required.
LANGUAGE SKILLS:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to
write simple correspondence. Ability to effectively present information in one-on-one and small group
situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions,
percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and
geometry.
REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or
diagram form. Ability to deal with problems involving several concrete variables in standardized
situations.
