HomeMy WebLinkAboutPW Personnel ChangesCITY OP� Agenda Item No: Meeting Date: 0 March 2, 2009 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Public Works Prepared by: Parviz Mokhtari, Interim Public Works Director City Manager Approval: SUBJECT: ADDITION OF A NEW JOB CLASSIFICATION FOR ASSISTANT PUBLIC WORKS DIRECTOR AND DELETION OF A JOB CLASSIFICATION FOR PRINCIPAL CIVIL ENGINEER RECOMMENDATION: Staff recommends that the City Council adopt the attached Resolution approving the addition of a job classification for the Assistant Public Works Director and deletion of the Principal Civil Engineer job classification. BACKGROUND: The Public Works Department is responsible for providing a wide array of services including the maintenance of City owned facilities including roads, parks, buildings and vehicles; capital improvement project engineering; contract administration; traffic and civil engineering; and streets, sewers, and parks maintenance services. Due to the vast scope of responsibilities, each with differing issues, the Public Works Department would benefit from an Assistant Director to plan and supervise the traffic and civil engineering functions and to provide administrative direction to the entire department in the absence of the Director. Recently, the position of Principal Civil Engineer was vacated. This position was responsible for planning and organizing civil engineering services for the City and for providing administrative assistance to the Director of Public Works. Staff recommends that the traffic engineering division and the civil engineering division be combined and managed by the Assistant Public Works Director. This merger will improve efficiency of operation in both administering capital improvement programs and in providing customer service. The proposed monthly salary range for the Assistant Public Works Director is $9,399 to $11,425. In addition to the organizational benefits, this proposed change to the management staff in the Public Works Department will be a positive step toward addressing the City's financial issues as it will reduce employee costs. Also, the Assistant Public Works Director recruitment will be limited to in-house candidates which may allow the City to delete the position that the successful FOR CITY CLERK ONLY File No.: Council Meeting: Disposition: SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 candidate vacates. Therefore, the potential for eliminating two full-time positions from the Public Works budget may be realized if an in-house candidate is promoted. This would result in a net reduction of two positions and the addition of the one position, Assistant Public Works Director. FISCAL IMPACT: Deleting the Principle Civil Engineer position will result in a savings of approximately $110,000 in wages. Additional savings would be created if another vacancy could occur through filling the Assistant Public Works Director position. The total wages of two deleted positions is estimated to be over $200,000. The monthly salary range for the Assistant Public Works Director would be $9,399 to $11,425 which is $112,788 to $137,100 annually. OPTIONS: 1. Accept the proposed changes to the Public Works Department which will allow for the creation of an Assistant Public Works Director and the deletion of the Principal Civil Engineer position. 2. Decline to accept the proposed reorganization. ACTION REQUIRED: Adopt the Resolution authorizing the City to establish an Assistant Public Works Director job classification and to delete the Principal Civil Engineer job classification. Encls. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING THE ADDITION OF A NEW JOB CLASSIFICATION FOR ASSISTANT PUBLIC WORKS DIRECTOR AND DELETION OF A JOB CLASSIFICATION FOR PRINCIPAL CIVIL ENGINEER POSITION. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: WHEREAS, the City has need of an Assistant Public Works Director to oversee an expanded engineering division; and WHEREAS, the position of Principal Civil Engineer would no longer be needed as the duties could be reassigned to a new Assistant Public Works Director; and WHEREAS, an in-house promotion for the Assistant Public Works Director may result in an additional position in Public Works to be vacated. NOW THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael approves (1) the creation of the Assistant Public Works Director job classification and the recruitment for said position and (2) the deletion of the Principal Civil Engineer position. BEIRNE, City Clerk City of San Rafael Job Class Specification Job Title: Assistant Public Works Director SUMMARY Under direction of the Public Works Director/City Engineer, this position plans, organizes, directs and oversees the traffic and civil engineering, streets maintenance, and Parks services for the City of San Rafael. This position acts as Public Works Director in the absence of the Public Works Director. SUPERVISION EXERCISED AND RECEIVED: Reports to the Public Works Director/City Engineer and directly supervises all traffic and civil engineering staff. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Some incumbents may not perform all the duties listed while, in other cases, related duties may also be assigned. • Represents Public Works Director. • Assists in identifying long and short range Public Works requirements. • Develops and implements divisional goals, objectives, policies and procedures. • Prioritizes and allocates available resources for assigned divisions. • Plans, organizes, administers, coordinates, reviews and evaluates day-to-day activities of assigned divisions through subordinate levels of supervision. • Directs the preparation and administration of various professional services, construction, maintenance and related contracts in assigned areas of responsibility. • Plans, supervises professional engineering management work in the design and construction of public works projects. • Directs and manages the City's traffic operation and street parking system. • Coordinates activities of the division with other City departments and outside agencies. • Directs and participates in the review of plans and the inspection of construction in progress for adherence to codes, acceptable engineering standards and related Federal, State and City standards and policies. • Supervises, trains and evaluates assigned staff. • Meets with members of public, public and private engineers, architects, contractors and owners to explain and discuss operations and projects. • Responds to inquiries or complaints from the public and provides technical information to outside Agency staff, City Council and the public. • Prepares comprehensive technical reports and staff reports in verbal and written form to the Planning Commission, City Manager and the City Council and other agencies as required. • Coordinates assigned activities with other departments and agencies. • Ensures compliance with Public Contracts Code, Federal and State laws, local ordinances and regulations. • Directs and manages the application of Grants for Public Works projects from Federal, State and local funding sources. • Prepares the bi-annual budget for review by the Public Works Director/City Engineer. • Provides administrative support to the Public Works Director/City Engineer. • Performs related duties as required. • Oversees the Land Development section and ensures compliance with all applicable laws such as the Subdivision Map Act. • Oversees and administers the City's Clean Water Program. KNOWLEDGE OF: Principles and practices of civil and traffic engineering, applicable laws, operations and maintenance of facilities, construction management and administration. Design, construction and operation of public works facilities. Methods of preparing designs, plans, specifications, estimates, reports & recommendations. Traffic signals, street lighting, traffic operations, and other public works projects. Laws and codes related to civil and traffic engineering, and compliance with American Disabilities Act. Principles of organization, administration, budget, supervision, and personal computers and related engineering software. ABILITY TO: Supervise a cadre of engineering professionals and paraprofessionals, operations and maintenance staff. Deal with contractors, engineers and their representatives. Evaluate and resolve engineering problems. Establish and maintain effective working relationships; and communicate effectively, verbally and in writing. EDUCATION AND/OR EXPERIENCE: Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be: Bachelor's degree in Civil Engineering and ten years of increasingly responsible public work design, operation, construction and maintenance experience. Registration as a Civil or Traffic Engineer in the State of California. Valid driver's license.
