RECOMMENDATION:
Approve resolution authorizing partial closure of Fourth Street, Fifth Avenue, "A", "B", "C", and
"D" Streets for the San Rafael Twilight Criterium on July 11, 2009.
BACKGROUND:
The San Rafael Twilight Criterium (SR Twilight) bike race enters its tenth year in 2009 (its first
under this new name), as one of the top downtown cycle races on the West Coast. In their second
year as leading producers for this event are Ryan Dawkins and Mack Chew of Project Sport, a
professional sports event company.
The twilight schedule, initiated two years ago, was a great success and places the bulk of the race
action in the late afternoon and early evening to reduce street closure impact on merchants, and
allow for a near-complete business day before racing begins. The Project Sport team will be
working with the BID as well as other Downtown entities to assist the Downtown businesses in
fully optimizing opportunities to promote local businesses at this event.
The event features four races and an expo on Fourth Street, the latter of which will include live
music as a welcome addition. The pro races for men and women will headline the day, and are
expected to attract full fields from all top professional teams in the country, plus a few
international teams.
Streets to be closed:
1. Fourth Street from Lootens Place to `B" Street (Expo Area) (12 noon to 10:00 p.m.)
2. Fourth Street from "A" Street to "D" Street (1:00 p.m. to 9:30 p.m.)
3. Fifth Avenue from Court Street to "D" Street (1:00 p.m. to 9:30 p.m.)

4. `B" Street from Third Street to Mission Avenue (1:00 p.m. to 9:30 p.m.)
5. "C" Street from Third Street to Mission Avenue (1:00 p.m. to 9:30 p.m.)
6. "D" Street from Third Street to Fifth Avenue (1:00 p.m. to 9:30 p.m.)
The proposal is being coordinated with the Police, Fire, St. Raphael's, the Rafael Film Center,
Cushman/Wakefield, (managers of 1000 Fourth Street), Monahan/Parker Properties and Public
Works. The race is scheduled to end by approximately 9:00 p.m. and streets will be reopened
within thirty minutes thereafter. The promoter will also address modifications to pedestrian traffic
assistance, and promote alternative solutions for Downtown shoppers.
FISCAL IMPACT:
The Police Department costs will be paid for by the event producers. Medical personnel will be
on the scene and available for emergency assistance and will be paid for by the event. City event
staff along with Parking Services will be posting the "No Parking" signs and putting out the street
closure barricades. Cleanup is being handled by the event producers.
ACTION REQUIRED:
1. Approve resolution authorizing the temporary closure of City streets for the San Rafael
Twilight Criterium on Saturday, July 11, 2009 from 12 noon to 10:00 p.m.
2. Disapprove the proposed resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE TEMPORARY CLOSURE OF CITY STREETS
FOR THE SAN RAFAEL TWILIGHT CRITERIUM
ON SATURDAY, JULY 11, 2009 FROM 12 NOON TO 10:00 P.M.
WHEREAS, the San Rafael Twilight Criterium necessitates the temporary closure of city streets as specified
below:
Streets to be closed including times as noted:
1. Fourth Street from Lootens Place to "A" Street (Expo Area) (12 noon to 10:00 p.m.)
2. Fourth Street from "A" Street to "D" Street (1:00 p.m. to 9:30 p.m.)
3. Fifth Avenue from Court Street to "D" Street (1:00 p.m. to 9:30 p.m.)
4. `B" Street from Third Street to Mission Avenue (1:00 p.m. to 9:30 p.m.)
5. "C" Street from Third Street to Mission Avenue (1:00 p.m. to 9:30 p.m.)
6. "D" Street from Third Street to Fifth Avenue (1:00 p.m. to 9:30 p.m.)
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown
area, the above streets should be temporarily closed to through traffic for the date and times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS
FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.
