APPOINTEE: WILLIAM CURTIS WITH TERM TO EXPIRE IN MARCH 2011 BACKGROUND AND ANALYSIS: Since the inception of the Bicycle and Pedestrian Advisory Committee, two of the nine committee members have been high school students. The Committee feels that biking and walking issues directly touch the lives of youth in our community and therefore the youth should have a voice in advising the Council on such issues. In the past, the youth members (all high school students residing in San Rafael) that have participated on the Committee have been extremely competent and have contributed to the building of the Bicycle and Pedestrian Master Plan and the 2008 Update as well as providing input on other current bicycle and pedestrian projects within the city. At the City Council meeting of January 20, 2009, the City Council approved the call for applications to fill two, 2 -year student terms on the Bicycle & Pedestrian Advisory Committee through the end of February 2011, due to the expiration of the terms of Ellen Obletz and Jacob Coleman. Flyers advertising the two youth position openings were mailed to the principals of Terra Linda High School and San Rafael High School and to the Head of School of Marin Academy on January 23rd, 2009. The original deadline for applications was noon on February 10th. During this time, no applications were received and the deadline was extended by a week until noon on February 17th. Updated flyers were sent to each of the three schools and during this extended period one application was received. Since there are two youth positions open on the BPAC and schools were not in session for the week of February 16th, the deadline was again extended until noon on March 3rd and updated flyers were sent to each of the three schools. No additional applications were received during this time. On Thursday, March 5, 2009, the applicant was interviewed by the Bicycle and Pedestrian Advisory Committee. By a unanimous vote, the Bicycle and Pedestrian Committee is recommending William Curtis be appointed as a youth member of the Bicycle and Pedestrian Advisory Committee. Staff recommends leaving the other youth position vacant at this time and recruitment of this youth member position to take place in September 2009, after the 2009/2010 school year has started. Staff will request permission to call for applications to fill the vacant position at that time. RECOMMENDATION: It is recommended that the City Council confirm William Curtis to fill one youth term on the Bicycle and Pedestrian Advisory Committee and keep the other youth position vacant.
