ONLY RESIDENTS OF THE CITY OF SAN RAFAEL MAY APPLY. The Fire Commission regularly meets on the second Wednesday of every month at 4:00 p.m. at San Rafael Fire Station # 1 at 1039 C Street. Interviews of applicants will be held at a Special Meeting of the San Rafael City Council on April 4, 2011 commencing at 6:00 p.m., to fill the two vacancies. BEIRNE City Clerk City of San Rafael Dated: March 16, 2011 SAN RAFAEL CHARTER ARTICLE VIII Executive and Administrative Departments, Section 10. FIRE COMMISSION. There shall be a board of fire commissioners appointed by the council, the exact number of which shall be set by ordinance or resolution of the council, one of whom may be a councilman. The chief of the fire department shall be an ex officio member of the commission but shall not be entitled to vote as a member of the commission. The members of the commission shall serve for a term of four years and shall be subject to removal by the affirmative vote of three members of the council. The terms of office of members of the commission shall be staggered in the manner provided by resolution of the council. The board of fire commissioners shall exercise such powers and perform such duties as may be prescribed or conferred in this charter or by the ordinances of the city. (Assembly Concurrent Resolution No. 121, August 20, 1973: Senate Concurrent Resolution No. 46, May 31, 1967.) 2.16.010 Board of Fire Commissioners.* A board of fire commissioners is created. (Ord. 889 § 2, 1967: Ord. 825 § 1, 1965: Ord. 422). * Fire Commission --See San Rafael Charter, Art. VIII § 10. 2.16.011 Board membership --Compensation. The board of fire commissioners shall consist of five members appointed by the city council, one of whom may be a councilman. Fire Safe Marin Logo Jack Rosevear said that he had met with graphic artist Bill Barrett of Point Reyes Station. Mr. Barrett has agreed to donate his time in creating a logo for Fire Safe Marin. A draft should be available in about two weeks. Rer)ort by Keith Parker Keith Parker reported on his educational work on fire prevention with homeowners groups. Lt. Parker indicated he would like to work with a small group from Fire Safe Marin to put together a common resource pool and brochure for educational purposes, i.e., the red flag program. He also would like to put together a presentation program at the engine company level Use for Chimer Countywide Committee members discussed exploring funding opportunities for the purchase of a chipper. The chipper would be moved around the county, i.e., from homeowner association to homeowner association, to process plant material for compost Curbside Identification for Swimming Pools and Hot Tubs Dick Sadler, a representative of the Board of Directors of Black Canyon/Dominican Neighborhood Association, discussed the vegetation management work done by neighborhood groups. Mr. Sadler asked for the use of FSM resources to assist his association in knocking down several patches of French broom. Mr. Sadler also suggested that a marker be used throughout Marin to indicate backyard water sources such as swimming pools and hot tubs. Mr. Sadler suggested a blue curb marker or blue water drop marker posted on the front area of I a residence. Don Besse, the Bureau Commander for field services with the Sheriff's office, mentioned that Sergeant Ken Froberg would be working with Bill Doyle in the Office of Emergency Services. Jack Rosevear turned the meeting over to Bill Doyle. No. 2 APPROVAL OF MINUTES The minutes of May 28 and June 25, 1993, were approved, as circulated. No. 3 FUNDING UPDATE (a) Donation from Marinwood Lions Club Jack Rosevear expressed the committee's appreciation to the Las Gallinas Lions Club for its donation of $935.00 to Fire Safe Marin and $1,065 to the We Tip arson hot line. The donation will be used to defer the cost of Red Flag signs, and the Marin County Fire Department will gain a membership in We Tip. Fire Safe Marin 1 7/30/93 Bill Doyle invited Mr. Sadler to participate in Fire Safe Marin and to formulated his pool marker idea into a proposal to be submitted to the Fire Chiefs Association. Some program highlights include: • Many public meetings have taken place to inform the entire community about the risks associated with hazardous vegetation. • Residents are being provided with step-by-step information and personal instruction on how to achieve defensible space.1;, • Chipper Day events are being regularly scheduled and have helped our neighborhoods by providing City -funding to pick up vegetation \10_� that has been removed. l FUEL • Voluntary compliance/cooperation throughout the City has been I)EFENI) YOUR PLACE outstanding, and we are seeing the results of neighborhoods taking WITH DEFENSIBLE. S' r � of �,• ��. .,_� Photos — Courtesy of Dick Sadler -14- Gold Hill and San Pedro Ridge Invasive Species ( k Removal Prosect continues to Gain Supp ort / �/ `( 6 I A hiking path is nearly obscured by six-foot stands of invasive French Broom We are delighted to report that MCL's Invasive Species Removal Program received fresh injections of financial support this Fall from Dominican University, Trinity Community Church, the Pasarell family, the Dominican Black Canyon Neighborhood Association, and other local residents. The program primarily targets French Broom, a highly flammable and aggressive foreign invader that swallows our native grasslands and even creeps into our forests. Removing its monoculture facilitates the return of native vegetation, yielding food and habitat for wildlife, and giving hikers the added benefits of revealed views and wider trails, some of which have been obscured for years by tall stands of broom. The MCL -administered program began in 2004 with a generous grant from Scott Jones and the Jones -Smith Family Foundation, and their subsequent annual donations have been critical to the project's success. Working on Gold Hill and eastern San Pedro Ridge, the family's generosity in 2008 enabled us to monitor areas worked in previous years, to perform follow up work where needed, and to extend removal efforts into new sections. Douglas contractors. The work is being carried out under the direction of MCL member Cheryl Douglas, landscape architect and specialist in the management of invasive plant species. In September, MCL member Dick Sadler worked with United Markets to produce a full-page display on the program in the Marin IJ, using the photo below. The challenge of any program to control broom is the unending dedication required. The flowers from one plant can produce hundreds of seeds, and the seed bank lasts decades. On-going donations are key. With more funding, we would like to expand our efforts into other areas in Marin. Continuation of this program beyond the upcoming season can be a secured by donating to "MCL Invasive Species Removal Fund," c/o Marin Conservation League, 1623A Fifth Ave. San Rafael, CA 94901. Some of us are third generation customers of United Markets, and we appreciate their locally - based stores and their community mindedness. The SFFD is concentrating their efforts on vegetation removal in open space adjacent to residences and along fire roads. Their newest Fire Engine has additional capability to help protect residents from the signiflcant fire threat we face In San Rafael. There is an ongoing battle in Marin's open space, as dedicated organizations and individuals work against the rapid spread of French Broom. This non-native plant invades with ferocious vigor, smothering native vegetation and contributing little food and poor habitat for native wildlife. Broom is highly flammable — a threat In the open space, and to all nearby homes. Grants from the San Rafael -based )ones Smith Family Foundation have been Instrumental in removing French Broom in San Rafael wlldiands. However, one donor cannot sustain this effort alone. Many hillsides need attention, and we need additional support. Donations are fully tax deductible. Residents will be notified to evacuate using multiple methods of communication and instructed to assemble at a pre -determined evacuation center. At the evacuation center residents will be registered as evacuees, asked to complete an evaluation form & survey, and will receive emergency preparedness information and resources. Fire Department resources will conduct structure protection drills during the evacuation simultaneous to residents evacuating. Police Department resources will conduct public warnings, traffic control, and overall evacuation of the area. Overall objectives • Conduct a limited evacuation of residents from a high hazard wildland-urban interface area. • Evaluate the effectiveness of public warning systems to initiate neighborhood evacuations. • Assess the resources needed to effectively evacuate specific areas. • Increase awareness of wildfire threats and provide public education, information, and media liaison. • Establish a limited evacuation center/shelter for displaced residents.
