ORAL COMMUNICATIONS OF AN URGENCY NATURE

Irving Litchfield, resident of San Rafael, stated that he always has only one minute to
save lives and to help the City of San Rafael. He said he is bringing only one item up
at this meeting which is, ..."You have no right, no authority to take the San Rafael
Theater and take the money of the people of San Rafael and buy a theater that has been a
lemon for 20 years and give it a 45 -year contract and give it to an organization that is
a failure. You have no right; you have to go before the voters to get a vote to be able
to spend $2 million of the people's money for the San Rafael Theater. Therefore, the
Redevelopment Agency and the Planning Commission are operating illegally against the
wills of the peoples, against the wills of the commoners; and therefore, I will file an
injunction if you pass it and give away $2 million of the taxpayers' money to fix a lemon
in San Rafael."
