RESOLUTION APPOINTING A CITIZENS ADVISORY COMMITTEE
ON SAN RAFAEL CANAL
WHEREAS, the San Rafael Canal has long been neglected; and
WHEREAS, this neglect has fostered a multitude of problems associated
with the Canal; and
WHEREAS, public indignation and concern has been expressed for the
future of the Canal; and
WHEREAS, the Canal should be recognized as a community asset of
inestimable potential and resource;
NOW, THEREFORE, BE IT RESOLVED that
1. The City Council shall appoint a Citizen's Advisory Committee on
San Rafael Canal.
2. The Citizen's Committee shall be composed of well-rounded knowledgeable,
and concerned citizens of diverse backgrounds and interests.
3. The Committee shall investigate various means and alternatives to
deal with the problems associated with San Rafael Canal.
4. The physical appearance of the San Rafael Canal should be improved
and upgraded, and the Committee will determine the best method to prevent
future accumulation of debris along San Rafael Canal.
5. The full potential of San Rafael Canal as a recreation resource should
be explored, including boating problems, but also concerning itself with the
wider range of recreation possibilities such as open space and parks along the
Canal shoreline.
6. The Committee shall investigate the City's relationship with various
special agencies, and ascertain the multi -faceted procedures required for
cooperation and implementation of City actions.
7. The Committee shall examine regulations of both the Bay Conservation
and Development Commission and the Regional Water Quality Control Board to
plan new areas for disposal of dredging spoils in 1976 and also for future
dredging operations.
8. The Committee shall determine the prospect for the availability of
future Federal funds and also the policy of the U.S. Corps of Engineers for
future dredging projects.
9. The Committee shall research the problem of unincorporated "islands"
within the City and along the Canal, and report to the Council the feasibility
of annexing such land to facilitate more coordinated land use decisions along
the Canal.
10. The Committee shall advise the Council of possible new uses for land
along the Canal banks in conjunction with the Redevelopment program to be
undertaken by the City of San Rafael.
11. The Committee shall also recommend to the Council alternatives to
prevent future flooding of San Rafael Canal and its attendant impairment of
the operations of merchants and businesses along the shoreline of the Canal.
12. The Committee shall attempt to utilize any past and future
pollution studies of San Rafael Canal to specify sources of impurities
introduced into the Canal.
13. The Committee shall examine different methods to finance improve-
ments to the San Rafael Canal area, including the creation of a special
assessment district.
14. The City Council may wish to invest authority in the Committee
to develop a specific plan for the San Rafael Canal, and limit further
construction during the period the Committee establishes such a plan.

HEREBY CERTIFY that the foregoing resolution was duly and regularly introduced
and adopted at a regular meeting of the Council of said City held on the
1st day of October, 1973, by the following vote, to wit:
