A RESOLUTION AUTHORIZING THE SIGNING
OF A LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES as
follows:
The MAYOR and CITY CLERK are authorized to execute, on
behalf of the City of San Rafael a lease or aqreement with
Report -for the Marin Covenant Church project - $5,.400 fee)
A copy of which is hereby attached and by this reference made a
part hereof.
I, MARION A. GRAOY, City Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the
City Council of said City held on Monday the 7th
day of January 19 74 by the following vote,
to wit.
AYES: COUNCILMEN: Jensen, Miskimen, Mulryan, Nixon and Mayor Bettini.
NOES: COUNCILMEN: None.

Dear Herb:
We are pleased to respond to your request for a proposal for an E. I. R. for
the development of the Marin Covenant Church adjacent to the Lucas Valley -
Route 101 interchange. We see the evaluation of this project as being mainly
concerned with:
Factors of site development - grading, geologic and seismic considerations;
drainage; paving; type, size, and location of buildings and parking.
Traffic considerations - routes and modes of access; size and timing of
flows; possible conflicts with local and freeway traffic; parking arrange-
ments.
Aesthetic considerations - building height, bulk, design, and color; paving;
landscaping; lighting; views of the site from highway and neighboring lo-
cations; view of neighboring locations and highway from the site.
Site use considerations - numbers of people using the site at different
times and for different purposes; indoor and outdoor activities; site use
effects such as light, noise, traffic fumes, etc., felt beyond its boundaries.
Community considerations - size and location of church membership; number
and location of other nearby churches; suitability and availability of
church facilities for community uses; compatability of church development
with planned development of surrounding area. Compatability of church
development with office development. Types of occupants of offices and
relation to community needs and desires. Probability that church or office
development would create demands for additional related developments nearby.
City and County policy considerations - conformity with city and county
plans; effect of development on city and county sevice demands (fire,
police, sewer, etc.); effect of development on city and county tax base.
The analysis and evaluations comprising the E. I. R. would be carried out by
Williams and Mocine assisted by Fugro Engineers for geotechnical and engin-
eering problems, and John Forristal for traffic problems. In general, areas
of responsibility would be as follows:
1. Site planning and development, aesthetics and amenity, biologic factors,
site use and community impact, and relation to city and county plans and
policy: Williams and Mocine.
2. Geotechnical factors, soils and seismic analysis, drainage problems, disposal
of cut material: Fugro Engineers.
3 Traffic analysis including volumes, flows, peak hour estimates, parking
and access, problems, alternative traffic modes: John Forristal, Consul-
ting Traffic Engineer.
Consultants would utilize the following sources and methods in conducting
their investigations: inspection of the site and environs; analysis of pro-
ject plans and specifications and discussion with the developers; study of
city and county plans, policies, and codes; study of existing sources of in-
formation including the Del Davis E.I.R.; interviews with government officials,
city, county, and state.
We are prepared to comply with the conditions outlined in your letter of Nov-
ember 28; specifically we will:
1. Provide a quantative measure of the project based on Planning Dept. form
33-6/73.
2. Upon city approval of an outline of the proposed E.I.R., prepare a com-
plete preliminary draft of the report in clear understandable language.
3. Provide, within 60 days of authorization to proceed, four copies of pre-
liminary draft to Planning Department for review.
4. Following any needed corrections or additions, provide 50 copies of final
report to the City.
5. All finished or -unfinished documents, data, studies, surveys, drawings, maps,
models, photographs, camera-ready materials, and reports and materials prepared
by the Contractor and its subcontractors under this Agreement shall be con-
sidered the property of the City, and will be turned over to City upon de-
mand. Contractor hereby agrees, as part of this Agreement that upon the re-
quest of the City, Contractor will hold any or all of said materials in
storage in a safe and secure manner for the City for a period not to exceed
five years from the execution of the Agreement.
6. Meet from time to time as necessary with city officials and attend up to
four formal hearings for presentation and discussion of the report.
7. Deliver all data collected specifically for this report to the City upon
completion of the contract.
8. Provide an addendum to the report following the public hearings responding
to and evaluating the public criticism of and input to the report.
The fee for the above will be $5,500.00. The details of monthly progress pay-
ments will be worked out with your office.
