BACKGROUND: Pursuant to Government Code section 8630 and City of San Rafael Municipal Code Section 7.12.020 the City Manager/Director of Emergency Services issued a proclamation of local emergency due to the conditions created by PG&Es de-energizing the electrical system in the San Rafael, severe weather event, and the associated impacts to public safety and service delivery on Saturday, October 26, 2019. On Tuesday, October 29, 2019, the City Council held an emergency City Council meeting to modify and ratify the proclamation of existence of a local emergency. On October 30, 2019 at approximately 1:30 a.m., power was fully restored to San Rafael and as of October 30, 2019 at 10:00am, staff was still working in the Emergency Operations Center (EOC) as Disaster Service Workers to demobilize the EOC, charging stations, call center, and other response operations. Adoption of the recommended resolution proclaims the termination of a local emergency. FISCAL IMPACT: There is no fiscal impact associated with this item. OPTIONS: The City Council has the following options to consider on this matter: 1. Adopt the resolution 2. Adopt resolution with modifications. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 3. Do not adopt the resolution. RECOMMENDED ACTION: Adopt a Resolution proclaiming the termination of a local emergency. ATTACHMENTS: 1. Resolution RESOLUTION NO. 14736 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL, COUNTY OF MARIN, STATE OF CALIFORNIA, PROCLAIMING THE TERMINATION OF A LOCAL EMERGENCY WHEREAS, a local emergency presently exists in the City of San Rafael, in accordance with the proclamation issued by the director of Emergency Services for the City of San Rafael on October 26, 2019, ratified by Resolution of the City Council on October 29, 2019, as a result of conditions of extreme peril to the safety of persons and/or property caused by the October 26, 2019 PG&E Public Safety Power Shutoff (PSPS); and, WHEREAS, the situation resulting from said conditions of extreme peril are now deemed to be within the control of the normal protective services, personnel, equipment, and facilities of and within the City of San Rafael. NOW, THEREFORE, BE IT HEREBY PROCLAIMED that the City of San Rafael does hereby proclaim the termination of said local emergency effective November 5, 2019.
