TOPIC: AMEND CITY COUNCIL APPOINTMENTS TO COMMITTEES
SUBJECT: APPROVE THE APPOINTMENT OF VICE-MAYOR COLIN AND
COUNCILMEMBER GAMBLIN TO SERVE ON THE MARIN COUNTY COUNCIL
OF MAYORS AND COUNCILMEMBERS ECONOMIC RECOVERY COMMITTEE
FOR 2020; AND APPOINT FIRE CHIEF DARIN WHITE TO MARIN
EMERGENCY RADIO AUTHORITY (MERA) EXECUTIVE BOARD
RECOMMENDATION:
Approve the appointment of Vice-Mayor Colin and Councilmember Gamblin to serve on the Marin
County Council of Mayors and Councilmembers Economic Recovery Committee for 2020,appoint
Fire Chief Darin White to Marin Emergency Radio Authority (MERA) Executive Board and amend
the 2020 City Council Appointment List.
BACKGROUND:
Each year, the City Council reviews a list of appointments (“City Council Appointments”) to various
local and regional boards, commissions, and committees to determine interest in serving as the
City’s representative. While serving on these local and regional boards, commissions, and
committees, appointees represent the City and are granted authority (as identified in the bylaws
or rules of a particular board, commission, or committee) to make decisions in the best interest of
the City, as well as the general public and interests served by the specific local or regional agency.
At the December 1, 2019 meeting, the City Council approved the 2020 City Council Appointments
list for the 2020 calendar year.
On April 22, 2020 the Marin County Council of Mayors and Councilmembers (MCCMC) Select
Committee met and approved the formation of the MCCMC Economic Recovery Committee, and
the City Council needs to formally approve and amend the 2020 City Council Appointments list
and appoint members to serve on the MCCMC Committee.
On April 15, 2020, Fire Chief Darin White was sworn-into Office as San Rafael Fire Chief. The
City Council Appointments List indicates former Fire Chief Chris Gray is the representative and
Deputy Fire Chief Robert Sinnott has been attending Executive Board meetings as Interim Fire
Chief.

The Economic Recovery Committee is a cross-jurisdictional committee to consider, navigate and
react to the economic impacts of COVID-19 on Marin County’s cities and towns. All jurisdictions
in our county, as well as throughout the world, will need to address the economic issues resulting
from COVID-19 and, according to MCCMC, this Committee will pool collective wisdom, resources
and ideas to contribute to greater understanding and potential solutions to the challenges faced
by Marin’s jurisdictions.
On June 20, 2012 the MERA Board of Directors adopted a new governance structure, which
includes an Executive Board consisting of 9 members which included the Fire Chief of the City
of San Rafael. The Marin Emergency Radio Authority (MERA) Executive Board meets on the
second Wednesday of every other month at 3:30 p.m.
F ISCAL IMPACT: There is no fiscal impact associated with this action.
OPTIONS:
The City Council has the following options to consider relating to this item:
1.Approve the appointment.
2.Approve the appointment as amended.
3.Don’t approve the appointment.
RECOMMENDED ACTION:
Approve the appointment of Vice-Mayor Colin and Councilmember Gamblin to serve on the Marin
County Council of Mayors and Councilmembers Economic Recovery Committee for 2020, appoint
Fire Chief Darin White to Marin Emergency Radio Authority (MERA) Executive Board, and amend
the 2020 City Council Appointment List.
