ClosureCITY OF AGENDA ITEM NO.: 10 SAN RAFAEL MEETING DATE: March 21, 2011 REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Resolution Authorizing Temporary Closure of Fifth Avenue from Lincoln Avenue to Lootens Place for AIDS/Lifecycle Day on the Ride, Saturday, April 23, 2011 from 7:30am to 10:00 am SUBMITTED BY: 4CV_&(f APPROVED BY: Nancy Mackle, Economic Development Director "Jim Schutz, Intim City Manager DATE: March 21, 2011 RECOMMENDATION: Approve Resolution authorizing temporary closure of Fifth Avenue from Lincoln Avenue to Lootens for Aids/Lifecycle Day on the Ride, Saturday, April 23, 2011 from 7:30am to 10:00am. BACKGROUND: This is the first year that the Marin leg of the AIDS/Lifecycle trial ride (titled: Day on the Ride) will begin and end in San Rafael. Mike's Bikes is hosting the event for this prominent non-profit, the San Francisco Aids Foundation. The AIDS/LifeCycle event is a seven day ride that takes place in June. AIDS/LifeCycle is a fundraising event for the San Francisco AIDS Foundation, and is part of their Development Department. All fundraising dollars for the event in June go towards the services that the SF AIDS Foundation provides. It is their largest fundraising event of the year. This year marks the 10th Anniversary of the AIDS/LifeCycle event. The riders will begin their ride in the Garden Lane parking lot adjacent to Mike's Bikes. To safely start the riders on the route it will require a one block closure. Event hours are 8:00am — 5:30pm Street to be closed from 7:30am to 10:00am: Fifth Avenue from Lincoln Ave. to Lootens Place, including northbound lane of Lootens Place & southbound lane of Nye St. The proposal is being coordinated with the Police, Fire, and Public Works. FISCAL IMPACT: Staff and the Police Department are coordinating any City involvement with the event producer. The producer will pay for all related City services. Cleanup is being handled by the event producers. ACTION REQUIRED: Approve Resolution authorizing temporary closure of Fifth Avenue from Lootens Place from 7:30am to loam to allow for safe passage for the AIDS/Lifecycle athletes to start the event. RESOLUTION AUTHORIZING TEMPORARY CLOSURE OF FIFTH AVENUE FROM LINCOLN AVENUE TO LOOTENS PLACE FOR AIDS/LIFECYCLE DAY ON THE RIDE, SATURDAY, APRIL 23, 2011 FROM 7:30 AM TO 10:00 AM WHEREAS, the AIDS/LifeCycle event necessitates the temporary closure of a street as specified below: Fifth Avenue from Lincoln Avenue to Lootens Place, 7:30am to loam; including northbound lane of Lootens Place & southbound lane of Nye Street, and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian, auto traffic and event participants the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
