SUBJECT: Resolution authorizing the closure of Downtown City Streets in connection with
the San Rafael Twilight Criterium on Saturday, July 9th, 2011 from 12:00pm to 10:00pm.

RECOMMENDATION:
Approve resolution authorizing partial closure of Fourth Street, Fifth Avenue, "A", `B", "C", and
"D" Streets for the San Rafael Twilight on July 9, 2011.
BACKGROUND:
The San Rafael Twilight bike race is now entering its Twelfth year in 2011 as one of the leading
downtown cycle races on the West Coast. In addition, the San Rafael Twilight has become the
template for small city Twilight Criteriums. Ryan Dawkins and Mack Chew of Project Sport
have added the Sacramento leg of the AMGEN California Tour to their roster, bringing great
expertise to our event. The nationwide media coverage and tourism visits will be a benefit for
the event and the City, the Downtown and the dedicated fans of the cycling events.
A major marketing campaign with Comcast is being planned similar to last year's successful
campaign. The event features four races and a new expo area in the middle of the course on B
Street. The pro races for men and women will headline the day, and are expected to attract full
fields from all top professional teams in the country, plus a few international teams.
The twilight schedule, initiated four years ago, has been a great success and places the bulk of the
race action in the late afternoon and early evening to reduce street closure impact on merchants,
and allow for a near-complete business day before racing begins. The Project Sports Team will
be working with the BID to assist the Downtown businesses in fully optimizing opportunities to
promote local business at the event.
Streets to be closed:
1. Fourth Street from Lootens Place to `B" Street (12 noon to 10:00 p.m.)
2. "B" Street from Fourth Street to Fifth Ave. (New Expo Area) (12 noon to 10:00 p.m.)
3. Fourth Street from "A" Street to "D" Street (1:00 p.m. to 9:30 p.m.)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE TEMPORARY CLOSURE OF CITY STREETS
FOR THE SAN RAFAEL TWILIGHT CRITERIUM
ON SATURDAY, JULY 9, 2011 FROM 12,NOON TO 10:00 P.M.
WHEREAS, the San Rafael Twilight Criterium necessitates the temporary closure of city streets as
noted:
Streets to be closed:
1. Fourth Street from Lootens Place to "B" Street (12 noon to 10:00 p.m.)
2. "B" Street from Fourth Street to Fifth Ave. (New Expo Area) (12 noon to 10:00 p.m.)
3. Fourth Street from "A" Street to "D" Street (1:00 p.m. to 9:30 p.m.)
4. Fifth Avenue from Court Street to "D" Street (1:00 p.m. to 9:30 p.m.)
5. "B" Street from Third Street to Mission Avenue (1:00 p.m. to 9:30 p.m.)
6. "C" Street from Third Street to Mission Avenue (1:00 p.m. to 9:30 p.m.)
7. "D" Street from Third Street to Fifth Avenue (1:00 p.m. to 9:30 p.m.)
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic, the above
streets in the Downtown area should be temporarily closed to through traffic for the date and times
described above.
THEREFORE IT IS HEREBY RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL FINDS AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection
of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the
temporary closure of the above listed streets for the date and times described above.

was duly and regularly introduced and adopted at a regular meeting of the City Council of the City of
San Rafael, held on Monday, the fourth day of April 2011, by the following vote, to wit:
