SUBJECT: Resolution Authorizing the Temporary Closure of C Street From Fourth Street to
Fifth Avenue and Fifth and C Street Parking Garage Upper Level for the San Rafael Fire
Department Annual Pancalce Breakfast and Open House on Sunday, June 5, 2011 From 6am to 12

BACKGROUND: On June 5, 2011 the San Rafael Fire Department would like to conduct their
annual Pancake Breakfast. This year it will be at a new and more central location, moving from its
traditional location at the Terra Linda Recreation Center to C Street Station No.l in hopes of
engaging a broader patronage by the San Rafael community. This event will also be different in the
fact that there will be participation from multiple agencies including SRFD, SRPD, CHP, OES and
the Tam Fire Crew. These agencies will be conducting both static and live displays for the public to
view. Also SRFD would like to request the use of the upper parking lot on Fifth Avenue directly
across from Station 1 to accommodate a seating area. This will allow the apparatus bay to remain
open for a public "Open House" and SRFD operational readiness. In the past at the Terra Linda
location there has been a turnout of approximately 300-350 patrons. Due to this new location and
amount of new participants we are anticipating 750-1000 attendees.
DISCUSSION: The requested street closures are as follows:
1. C Street from Fourth Street to Fifth Avenue
2. Fifth & C Street Parking Garage upper level for seating area and demonstration area
FISCAL IMPACT: The San Rafael Fire Department will operate street closures and assume all
fiscal responsibility for the event. City Staff will be assisting as needed.
OPTIONS: Disapprove street closures.
ACTION REQUIRED: Approve resolution authorizing street closures.

RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF C STREET

GARAGE UPPER LEVEL FOR THE SAN RAFAEL FIRE DEPARTMENT
ANNUAL PANCAKE BREAKFAST AND OPEN HOUSE ON
SUNDAY, JUNE 5, 2011 FROM 6AM TO 12 NOON
WHEREAS, the San Rafael Fire Department has made the request for a road closure for Annual
Pancake Breakfast and Open House on Sunday, June 5, 2011;
1. C Street from Fourth to Fifth Avenue from 6:00 a.m. to 12 noon
2. Fifth and C Street parking garage upper level from 6:00 a.m. to 12 noon; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
Downtown area, the above streets should be temporarily closed to through traffic for the date and
times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS
FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed streets for the date and times
described above.
