BACKGROUND: Turn on the Lights — a Celebration of Youth in Arts' new home! Youth in Arts (YIA) has been a key non-profit organization in San Rafael since 1972 and is moving to a new Downtown location on 917 C Street. The space will feature a small gallery, store and workshop space. In celebration of the new location, YIA would like to host a public fundraising and awareness event. Closing one block of C Street would make space for children's arts activities, including Children's Avenue (chalk painting for children) to commemorate the traditional Italian Street Painting event. Organizers anticipate that there will be approximately 3,000 people at this event, which is geared toward young families. Youth in Arts has contacted the property owners most directly affected by the street closure. All are willing to work with YIA to make the necessary changes required to accomplish the goals of the event. YIA will work closely with each individual property owner to address any issues of concern. This is the traditional weekend date of the annual Street Painting Festival, which will be returning in 2012. The festival is being re -envisioned by a top team of artists and community members. YIA will make an announcement about the 2012 festival at this Turn on the Lights event. DISCUSSION: The requested street closure is C Street from Third Street to Fourth Street from 7 am — 6 pm. FISCAL IMPACT: Loss of meter income on one block of C Street for the day; traffic will be redirected to the Parking Garages; City Staff will be working with the Youth In Arts organization. Any fiscal items will be assumed by the event producer. OPTIONS: Disapprove street closures. ACTION REQUIRED: Approve resolution authorizing street closures. RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF C STREET FROM THIRD STREET TO FOURTH STREET FOR YOUTH IN ARTS' TURN ON THE LIGHTS! CELEBRATION ON SATURDAY, JUNE 11, 2011 FROM 7AM — 6PM WHEREAS, the Youth In Arts Organization has made the request for the closure of C Street from Third Street to Fourth Street from 7:00 a.m. to 6 p.m. for their Turn On the Lights! Celebration on Saturday, June 11, 2011; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the above streets should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
