Kuga, 0— City Manager Approval: Program Supervisor SUBJECT: Resolution of the San Rafael City Council approving and supporting Camp Chance 2011. RECOMMENDATION: Staff recommends the Council adopt a resolution approving and supporting Camp Chance 2011. BACKGROUND: In 1999, the San Rafael Police Department, through its Youth Services Bureau, created a one-week summer camp, called "Camp Chance" (Project #31047) for underserved youth ages eleven through thirteen living in our community. Camp Chance continues to grow and we are currently in the middle of our fundraising drive for 2011, raising over $22,000 to date, Children participate in traditional camping activities, such as swimming, hiking and nature studies. In addition, they are given the opportunity to create and foster rapport with peace officers in a personal and relaxed setting, and this rapport historically has continued to flourish when the children return home. In 2004, the Marin County Sheriff's Office joined the San Rafael Police Department in presenting the program and the number of campers has grown substantially. In 2008, SRPD and MCSO partnered with the Marin County Office of Education and selected Walker Creek Ranch, an MCOE facility, to host Camp Chance. We are returning to this venue which allows us to offer children a superior environment and camping experience for a lower cost. Camp Chance will be held July 11 — 15, 2011 and 75 youth will attend at the cost of $750 per child, Since 2004, Camp Chance has been funded through donations of time and money; all donated money is dedicated directly to cover the cost of sending children to camp. ANALYSIS: Camp Chance creates an opportunity for community partnership between at -risk youth and law enforcement and does not place a financial burden on the City of San Rafael. Moreover, it offers these youth a structured and challenging, but enjoyable, overnight summer camp experience. A„ RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING AND SUPPORTING CAMP CHANCE 2011 WHEREAS, the City of San Rafael and the Marin County Office of Education entered into a written Memorandum of Agreement dated May 20, 2008 to facilitate Camp Chance 2008; and WHEREAS, this written Memorandum of Agreement is still in effect; and WHEREAS, Camp Chance, in existence since 1999, creates an opportunity for community partnership between law enforcement and at -risk youth and this partnership helps deter youth crime and increases a sense of hope for a future filled with positive choices; and WHEREAS, Camp Chance gives community at -risk youth an opportunity to experience a structured and challenging, but enjoyable, overnight summer camp experience; and WHEREAS, The Camp Chance experience fosters increased self-esteem and gives at - risk youth another opportunity to learn about healthy minds, emotions and bodies; NOW, THEREFORE, BE IT RESOLVED, that the City Council approves and supports Camp Chance 2011.
