Approve Resolution authorizing closure of California Avenue from Fifth Avenue to Humboldt St. (one block) for Andy's Sun Valley Market Grand Opening Neighborhood Block Party on September 5, 2011. from 10 a.m. to 7 p.m. 2. Approve posting "No Parking" on east and west sides of California Avenue between Fifth Avenue and Humboldt Street. BACKGROUND: Sun Valley. Market will reopen and the market owner, Andy Bachich, has proposed to celebrate the occasion with a block party for the surrounding neighborhood on Labor Day, September 5, from 10 a.m.. to 7 p.m. The proposal is to close California Avenue from Fifth Avenue to Humboldt St. (one block) which is the area around the Market. The celebration is being called "Take II: The Sun Valley Market Sequel" and will have a theme of commemorating the pre -Hollywood era when Charlie Chaplin and the California Picture Company filmed in the Sun Valley neighborhood. The Market has partnered with Sun Valley Neighborhood Association and the Sun Valley Elementary School to have a traditional Labor Day picnic and parade with BBQ, live music, and carnival games in front of Andy's Sun Valley Market. The street closure will start at 10 a.m. to allow for event set up, and a parade will open the celebration at 1:30 p.m. The event will include the sale of beer and wine, and the sale proceeds will benefit local schools thru Andy's School Foundation. Management of the beer and wine sales will follow the guidelines provided by City staff and the Police Department. FISCAL IMPACT: None.. Costs for Police and City services will be paid for by the event producers. ACTION REQUIRED: Approve Resolution. FOR CITY CLERK ONLY File No.: City Council Meeting: Disposition: RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RANFAEL AUTHORIZING CLOSURE OF CITY STREETS SPECIFICALLY CALIFORNIA AVENUE FROM FIFTH AVENUE TO HUMBOLT STREET FOR ANDY'S SUN VALLEY MARKET GRAND OPENING NEIGHBORHOOD BLOCK PARTY, SEPTEMBER 5, 2011 FROM 10 A.M. TO 7 P.M. WHEREAS, the celebration and block party of the Grand Re -opening of Andy's Sun Valley Market requires the closure of California Avenue between 5ch Avenue & Humboldt Street; WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Sun Valley neighborhood the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
