HomeMy WebLinkAbout2011-07-18_cityofsanrafael_ad267decf4e80598bd9d361fd5466180oIry of Agenda Item No: 3 n o Meeting Date: July 18, 2011 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Management Services Prepared by: Leslie Loomis, Human Resources Director (SG) City Manager Approval: SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DIRECTING THE CITY MANAGER AND CITY FINANCE DIRECTOR TO WITHHOLD FIVE (5%) PERCENT OF THE MONTHLY COMPENSATION OF THE MAYOR AND COUNCILMEMBERS DURING FISCAL YEAR 2011-12 AND FISCAL YEAR 2012-2013 AND TO DONATE SAID FUNDS INTO THE CITY'S GENERAL FUND RECOMMENDATION: Adopt resolution BACKGROUND: Since 2007, the City of San Rafael has had to make significant budget balancing decisions to deal with the impacts of the national recession. Some of the personnel -related steps taken to help address the City's deficit include work furloughs, an early retirement program, a hiring freeze, layoffs and other actions. At the July 5, 2011 meeting, the City Council adopted the budget for FY 2011-2012 which included a 4% total compensation reduction across all bargaining units for the term of the upcoming labor contracts. Since Fiscal Year 2009-2010, the Mayor and Councilmembers have taken a voluntary pay reduction of 5% and donated said funds into the City's General Fund. In the same manner as in the last two fiscal years, the Mayor and Councilmembers have again elected to participate with those City employees and officers who are taking a pay reduction for the 2011-2012 and 2012-2013 Fiscal Years. ANALYSIS / SUMMARY: The action will continue the reduction in the compensation rate for the Mayor from $702 per month to $669.90 per month and the rate for each Councilmember will continue to be reduced from $468 to $444.60 per month paid in the same manner as paid to other officers and employees of the City of San Rafael. Effective July 1, 2013, the compensation rates will return to the rate set in Ordinance No. 11585 on April 16, 1990 of $702 per month and Councilmembers at $468 per month. FISCAL IMPACT: This action will result in a savings to the City of San Rafael of approximately $1500 for each fiscal year. OPTIONS: • Accept the decrease in compensation of the Mayor and Councilmembers by 5% for Fiscal Year 2011-2012 and Fiscal Year 2012-2013 • Deny the proposed reduction in salary ACTION REQUIRED: Adopt the resolution directing the City Manager and Finance Director to withhold 5% of the monthly compensation of the Mayor and Councilmembers during Fiscal Year 2011-2012 and Fiscal Year 2012-2013. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DIRECTING THE CITY MANAGER AND CITY FINANCE DIRECTOR TO WITHHOLD FIVE (5%) PERCENT OF THE MONTHLY COMPENSATION OF THE MAYOR AND COUNCILMEMBERS DURING FISCAL YEAR 2011-12 AND FISCAL YEAR 2012-2013 AND TO DONATE SAID FUNDS INTO THE CITY'S GENERAL FUND WHEREAS, on July 5, 2011, the City Council approved Resolution 13192 approving the budget for FY 2011-2012; and WHEREAS, the 2011-2012 budget includes a 4% total compensation reduction across all bargaining units for the term of the upcoming labor contracts; and WHEREAS, the City of San Rafael and representatives of bargaining units whose contracts expired on June 30, 2011 have met and conferred in good faith and have executed agreements for 2011-2012 and 2012-2013 that incorporate a 4% total compensation reduction; and WHEREAS, the elected City Clerk and the elected part time City Attorney have also chosen .to take a 4% total compensation reduction for fiscal years 2011-2012 and 2012-2013; and WHEREAS, the Mayor and Councilmembers recognize the serious financial difficulties the City continues to faces and they desire to acknowledge, recognize, and participate with fellow employees and officers of the City in the pay reduction; and WHEREAS, while the Mayor and City Council understand that their salaries are set by Ordinance and can only be changed by Ordinance, they agree to extend Resolution 12972 and voluntarily donate 5% of their monthly salaries to the City's General Fund for fiscal year 2011- 2012 and 2012-2013 and direct staff to implement this donation. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: that the Mayor and the City Council direct the City Manager and Finance Director, or other responsible staff members, to withhold a total of five 5% percent from each of their monthly salaries for the entire Fiscal Year 2011-2012 and Fiscal Year 2012-2013 and to donate said monies to the City's General Fund for general operating expenses. After the 2012-2013 Fiscal Year, the compensation of the Mayor and City Council will go back to their rates set in 1990 of $702 per month for the Mayor and $468 per month for Councilmembers.
