APPROVED Stephanie Lovette, Acting/Economic Development Director Nancy Mackl , City Manager DATE: July 12, 2011 RECOMMENDATION: Approve resolution authorizing closure of City streets for the 5th Annual Great American Blues & BBQ Festival on Saturday, September 10, 2011. from 6:30am to 9:00pm. BACKGROUND: The City of San Rafael has had a variety of Blues and Barbeque events for several years. In 2010 this event was postponed due lack of major sponsorships. The event has been revised this year by Steve Bajor / TeamPro Events based on the success of the prior three years that had made it an important annual event for the City. The focus of this event is a celebration of American roots music featuring Bay Area blues artists and American traditional BBQ'd food. In addition, this musical gala will promote the Downtown and the merchants. Guests at the festival will also enjoy tasting beers from unique local breweries. The feature of a professionally sanctioned BBQ competition is a delectable, unique treat during the festival. The BBQ competition, which is a nationally recognized event, has become a calendar destination for many professional BBQ -fists throughout the United States. Each year this popular aspect of the event has grown by several contestants and now features a dozen competitors. There will also be a music market with a variety of unique and historical merchandise and information. The event benefits Prader -Willi Syndrome Research which now has created a full time local office primarily due to the success of the prior Blues and BBQ Festivals 2006-2009. Streets to be closed from 6:30am to 9:00pm: Fourth Street from Lincoln Avenue to A Street 2. Cijos Street from Commercial Way to Fourth Street 3. Lootens Place from City parking structure entry to Fifth Avenue. The proposal has been coordinated with the Police, Fire, Downtown merchants and Public Works. FISCAL IMPACT: The Police Department costs will be paid for by the event. Event staff will be posting the "No Parking" signs and putting out crowd control barricades. Cleanup is being handled by the event. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE TEMPORARY CLOSURE OF CITY STREETS FOR THE 5th ANNUAL GREAT AMERICAN BLUES & BBQ FESTIVAL ON SATURDAY, SEPTEMBER 10, 2011 FROM 6:30AM TO 9:OOPM WHEREAS, the 5th Annual Great American Blues & BBQ Festival on Saturday, September 10, 2011 from 6:30am to 9:OOpm necessitates the temporary closure of City streets as specified below: Fourth Street from Lincoln Avenue to A Street 2. Cijos Street from Commercial Way to Fourth Street 3. Lootens Place from City parking structure entry to Fifth Avenue. WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the above streets should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
