HomeMy WebLinkAboutCD Plan Bay Area 2050 - Priority Development Areas (PDA) PPTPRIORITY DEVELOPMENT AREA (PDA) 2020 SAN RAFAEL CITY COUNCIL JUNE 15, 2020 Background PDA boundaries set by jurisdiction Would not impact local zoning or land use authority and will not impact or prejudice General Plan 2040 No obligation to meet or zone for Plan Bay Area growth estimates Housing Crisis –inline with City Council direction to find opportunities to address Help us plan for next RHNA (2021-2022) What does a PDA designation commit the City to? By state law, Plan Bay Area 2050 is strictly strategic and shall not require a city’s, “land use policies and regulations, including its general plan, to be consistent with the [Plan] …” CA GCS 65080(b)(2)(K) PDAs must have a Specific or Precise Plan adopted by 2025 to maintain PDA eligibility (i.e. access to designated funding and resources) Specific or Precise Plan does not need to plan for Plan Bay Area 2050 anddoes not need to be limited to PDA. Ex. A Specific or Precise Plan could be conducted for all Terra Linda using PDA-designated funding as long as the Plan includes the Northgate PDA. Jurisdiction can change or rescind PDA boundaries any time. Changes would reflect during the next PDA update cycle. May 18 th City Council Meeting City Council agreed to submit a Letter of Interest for Northgate and Canal PDA but directed staff to conduct further outreach “Authorizing Resolution” required by end of June to finalize LOI submittal PDA designation will allow access to designated funding and resources to facilitate a community-driven planning process. Community Outreach Webpages with FAQs (31 FAQs received) PDA -specific Public Comment Sites Seven (7) Virtual Community Meetings-96 participants Three (3) meetings for the proposed Northgate PDA Three (3) meetings for the proposed Southeast San Rafael/Canal PDA One (1) meeting with the League of Women Voters Transportation/Land Use/ Housing Committee *Announcements of community outreach were sent May 27th and included Social Media (Twitter, Facebook, Nextdoor, Instagram), a PDA specific newsletter to the City’s email listserv, and a mailed Public Notice Letter of Interest (LOI) Process MTC/ABAG accepting local nominations of PDAs through a Letter of Interest (LOI). Submittal of LOI required by May 31 signed by City Manager or Planning Director. Authorizing Resolution by June 30 for new PDAs. Proposed Northgate PDA Includes: Northgate Mall, Northgate III, Northgate I center The Las Gallinas office and gas station areas Does not include: Mt. Olivet Cemetery Areas East of Hwy 101 Areas South and West of Civic Center Train Station Proposed Canal PDA Includes: Major boundaries of Canal neighborhood Canalways Property Areas West of Hwy 101 along Andersen Dr. and Woodland Ave. Does not include: Spinnaker/ Baypoint Point San Pedro Rd. Next Steps If resolution adopted: August/September-LOIs to considered by MTC/ABAG Board for approval September- Approved PDAs included in Plan Bay Area 2050 Final Blueprint analysis Potential MTC/ABAG Call for Funding (next round of funding ~2022) Note: Staff does not anticipate work to begin on a community- planning process until funding for such a process is secured.
