Special Library Parcel Tax Committee
TUESDAY, NOVEMBER 28, 2017
DOWNTOWN LIBRARY MEETING ROOM

APPROVAL OF MINUTES
Minutes were approved unanimously with two small edits on a motion by Lee and a
second by Cook.
REVIEW OF ANNUAL DRAFT REPORT TO CITY COUNCIL
The draft report authored by Brinckerhoff and Lee was presented to the committee.
Several edits were suggested to clarify language about the budget allocation and actual
expenditures for 2016/2017, as well as how the fund balance and capital set-aside will
remain in the fund. The edited report was approved unanimously on a motion by Cook
and a second by Ross. The report will be presented with an attached staff report from
Houghton at the December 18, 2017 City Council meeting.
REVIEW OF 2017/2018 QUARTER 1 BUDGET REPORT
Houghton presented the first quarter’s budget statement for this fiscal year. Expenditures
are on target and as expected. Brinckerhoff pointed out a few errors that Houghton will
correct for future reports.
OPEN DISCUSSION
The committee would like to pre-schedule meetings for the remainder of the calendar
year. Houghton will send out Doodle polls to establish meeting dates to coincide with the
readiness of quarterly reports and the fiscal year-end report for presentation to City
Council.
