To allow individuals with environmental illness or multiple chemical sensitivity to attend the meeting/hearing, individuals are requested to refrain from wearing scented products. 1 PARK AND RECREATION COMMISSION DRAFT MINUTES _____________________________________________________________________________________________ San Rafael Community Center – 618 B Street, San Rafael, CA February 21, 2019 – 7:00 p.m. CALL TO ORDER/ Chair Tom Obletz called the meeting to order at 7:03 p.m. Pledge of Allegiance Roll Call Commissioners Present: Chair Tom Obletz, Vice Chair Mark Machado, Stacey Laumann, Kathryn Reisinger, Nicholas Skewes-Cox Commissioners Absent: Mark Bustillos, Cicily Emerson, Jeff Jones Staff Present: Susan Andrade-Wax, Community Services Director, Becky Ordin, Senior Administrative Assistant, Kevin McGowan, Public Works Assistant Director/Civil Engineer, and Theo Sanchez, Associate Civil Engineer AGENDA AMENDMENTS None MINUTES 1. Approve regular meeting minutes of January 17, 2019 A motion was made by Commissioner Skewes-Cox, seconded by Commissioner Machado, to approve the minutes of the January 17, 2019 meeting as corrected. The motion was approved unanimously. 2 MEETING OPEN TO THE PUBLIC 2. Introductions/Awards/Recognitions/Presentations None 3. Public Comment from the audience regarding items not listed on the agenda None MATTERS BEFORE THE COMMISSION 4. Approve Replacement of Playground Equipment at Pickleweed Park Mr. Theo Sanchez presented the plans to replace the Pickleweed Park playground. See attachment. Mr. Sanchez added that they are trying to expedite the process, so they can utilize current CDBG grant funding. Commissioner Laumann asked what year the grant was issued. Mr. Sanchez did not know. Mr. Kevin McGowan added that once the equipment is purchased it will be shipped to the City of San Rafael and it will be stored. Public Works will need to coordinate the contractor’s availability to install the equipment and the time needed to demolish the existing playground. The project would be tentatively scheduled for the end of summer and would take approximately 2 weeks to complete including the installation of the surface material, i.e., Fibar. Mr. McGowen would like to move forward in ordering the equipment. Commissioner Reisinger asked if the wood fill was more expensive than the resilient matting? Mr. Sanchez replied that the resilient mating was more expensive. Commissioner Skewes-Cox asked if the wood is wheelchair accessible. Mr. Sanchez replied that yes it does meet ADA standards. Commissioner Laumann noticed there is no fencing around the playground in the plans and asked if it was going to stay that way. Mr. Sanchez replied that no there will not be a fence added. She asked if there was adult seating around the park. Mr. Sanchez replied there is currently seating around the playground, and that will remain in the plans. Commissioner Laumann also asked if tricycle track was going to be re-striped. Mr. McGowan replied that they can look at re-striping the track since it is just paint. Commissioner Laumann commented that she really liked the design of the structure and the shade that is provided. 3 Commissioner Machado asked if the canopies will fade. Mr. McGowan replied that it will most likely fade over time. Ms. Andrade-Wax added that the “life expectancy” for most commercial shade structures is approximately 10 years. Commissioner Laumann asked if Public Works ha d any picnic tables laying around would they consider putting some in the 2-5 yr. area, so the kids can eat their lunch right there. Mr. McGowan replied that there are safety requirements to have clearances around play structures. If they can find a place and it meets the requirements, then yes, they can add a picnic bench. Commissioner Obletz has had an issue for many years regarding the red curb at Sorrento Way. He stated that Pickleweed Park is most used park in the City and parking has continuously been an issue. He asked if there any possibility of revisiting the prohibition of parking on the entire length of Sorrento Way. The decision to paint it red had to do with loitering and other illicit activities in that area and the impact it caused to the adjacent neighborhood. Commissioner Obletz commented that was 20 years ago and asked if there was an opportunity to have the traffic engineer revisit this since there such a demand for parking. Commissioner Reisinger made a motion to approve the prefe rred selection of the proposed playground equipment to replace the current play equipment at Pickleweed Park. Commissioner Machado seconded the motion. AYES: Commissioners: Laumann, Machado, Obletz, Reisinger and Skewes-Cox NOES: Commissioners: None ABSENT: Commissioners: Bustillos, Emerson and Jones The motion passed. Mr. McGowan also requested that the Park and Recreation Commission provide feedback on two other facility related improvements. The first item was regarding an illuminated electronic sign at the front of the Albert J. Boro Community Center. Ms. Andrade -Wax commented that this idea was generated from the City Council’s the goals and objectives regarding increasing community engagement and communication. Specifically, the signage was requested and approved as part of the goals and objectives for the Canal area located at Pickleweed Park. The new sign will be illuminated and will be programmed to turn-off at a specific time. The sign we also be able to be programmed to provide information in multiple languages. Commissioner Machado asked where the sign would be. Ms. Andrade-Wax replied that it will be installed in front of the community center. 4 Commissioner Obletz recommended that the name of the building on the sign also includes the library on it in addition to the community center. He also wanted to make sure there were guidelines as to what the sign displayed. Mr. McGowan’s also provided the Commission with information on increasing the parking in the canal neighborhood at Shoen Park. He shared a conceptual diagram of the additional parking which included approximately 44 parking spaces. Commissioner Skewes-Cox asked if this project would coincide with the Tiscornia project, which is a couple of years down the road. Mr. McGowan replied that the City would be adding the parking as soon as feasible. Commissioner Obletz asked what was the obligation regarding handicap parking? Mr. McGowan replied that since it is street parking it is not required. COMMISSION REPORTS AND COMMENTS 5. Other brief reports on any meetings, conferences, and/or seminars attended by the Commission members. Commissioner Obletz shared that Commissioner Jones attended the presentation for Ralph Mihan at the CPRS District 1 event in Windsor. Commissioner Reisinger announced that the Mill Valley Community Center will be hosting the Surf and Turf Summer Camp training on June 1st. Commissioner Skewes-Wax asked for an update on the Little Free Library at Gerstle Park. Ms. Andrade-Wax replied that staff is waiting on additional information from the Association. The Gerstle Park Neighborhood Association has agreed to pay for the library box. STAFF COMMENTS Ms. Andrade-Wax forwarded Measure A information that was previously requested by the Commission. The 2015 staff report incudes the Commissions recommendations, and work plans to how the money was to be spent that year. A couple of those projects have been or will be completed this year which include; the replacement of the playground at Victor Jones Park, the additional of a restroom unit at Bret Harte Park and the renovation of the playground at Albert Park. The addition of the project to replace the roof of the Falkirk Cultural Center was added to the CIP this past year and is currently in process. 5 6. Schedule of Upcoming Meetings and Events of Interest. Commissioner Obletz noted the Albert Park dedication will be April 28 th. ADJOURNMENT The meeting was adjourned 8:12 p.m. PARK AND RECREATION COMMISSION AGENDA REPORT March 21, 2019 Item #4 TITLE: REQUEST TO NAME THE GREENHOUSE LOCATED AT THE FALKIRK CULTURAL CENTER FOR FORMER MAYOR LARRY MULRYAN AND THE MARIN MASTER GARDENERS SUMMARY Kathleen Cerf, representing former Mayor Mulryan and the Marin Master Gardeners has requested that the City of San Rafael name the greenhouse at the Falkirk Cultural Center as the Larry Mulryan Greenhouse. RECOMMENDATION It is recommended that the Parks and Recreation Commission di scuss and approve the naming of the Greenhouse at the Falkirk Cultural Center for former Mayor Larry Mulryan and the Marin Master Gardeners. BACKGROUND Kathleen Cerf, representing former Mayor Mulryan and the Marin Master Gardeners has requested that the City of San Rafael name the greenhouse at the Falkirk Cultural Center as the Larry Mulryan Greenhouse and that a plaque or memorial be installed on the Falkirk Cultural Center grounds. The plaque or memorial would commemorate the contributions made by former Mayor Mulryan for his involvement in the procurement of Falkirk Cultural Center and the Marin Master Gardeners role in restoring the greenhouse and the development and continued maintenance of several demonstration gardens. Recognition intended to rename or designate a name for a park or public facility or a portion therein must be approved by the Park and Recreation Commission and the City Council, per the San Rafael Community Services Plaque Policy included as Attachment 1. Page 2 of 3 DISCUSSION Larry Mulryan served the City of San Rafael for 22 years, including 2 years as a Planning Commissioner, 8 years as a Councilmember, and 12 years as Mayor from 1979 to 1991. In 1991, City Council recognized former Mayor Mulryan for numerous contributions and achievements including the acquisition of the Falkirk Cultural Center, Resolution of Appreciation included as Attachment 2. Former Mayor Mulryan’s involvement in the acquisition of the Falkirk Cultural Center in began 1973 when he learned that the Dollar family, the owners of the Falkirk Cultural Center for nearly 100 years, wanted to sell the property, tear down the buildings and convert it to apartments. At the time, Councilmember Mulryan did not see this as the best use of the property and took the opportunity to tour the buildings and grounds. From his tours, he determined that facility and grounds were a unique and beautiful piece of property and that the City should consider purchasing the Falkirk Cultural Center. At this point, Councilmember Mulryan approached other council members and put the matter of use and possible acquisition on the agenda to begin the process of obtaining full council approval to purchase the property. Mulryan and City Council negotiated the proposed purchase amount of $275,000 and created a ballot measure. In 1974, voters approved the purchase of Falkirk Cultural Center and its’ surrounding grounds totaling over eleven acres. In 1975, the City of San Rafael formally designated the Falkirk Cultural Center as a Community Cultural Center. The Falkirk Cultural Center has since hosted many art exhibits, community celebrations and is a popular venue for private events. Years after former Mayor Mulryan served on the City Council he volunteered as a member of the Marin Master Gardeners, a division of the University of California Cooperative Extension program. Marin Master Gardeners joined the Falkirk Cultural Center Greenhouse renovation in 2002 as a community service project . Following the completion of the Greenhouse renovation the Marin Master Gardeners continued to collaborate with the Falkirk Cultural Center in landscaping the surrounding areas, building a ‘greenhouse garden’ and utilizing the greenhouse to propagate and grow plants for sale and use on the Falkirk Cultural Center grounds. In 2009 the Cooperative Extension program entered into a five-year agreement with the City to design, fund, install, and maintain two formal gardens on the Falkirk Cultural Center grounds in addition to the Greenhouse Garden and use of the Greenhouse. The installations of the Succulent Garden and Mediterranean Garden were installed and accomplished with funding and volunteer labor secured by the Marin Master Gardeners to provide community education. The agreement was extended an additional 5 years from 2012-2017 and again from 2017-2022. The Marin Master Gardeners conduct community horticultural classes and lectures, propagate and sell seedlings and plants, lead tours of the grounds and develop and maintain demonstration gardens. Their continued presence and volunteer efforts at the Falkirk Cultural Center has dramatically improved the function and purpose of the Page 3 of 3 greenhouse and grounds and volunteers serve as unique educational resource for the community. FISCAL IMPACT The Cultural Arts Service League (CASL) has offered to contribute toward the cost of fabrication and installation of the plaque. Pending the approval of the Commission, staff will work with Kathleen Cerf and others to determine the details of the plaque including text, material, and location for installation and provide an estimate for CASL. City Council Resolution 8532 (Lawrence Mulryan Appreciation) Policy and Procedure For the Placement of Plaques and Memorials In Parks and Public Spaces The Purpose of this Policy is to provide for the recognition of San Rafael residents, organizations, or businesses instrumental in the preservation, renovation or installation of park and recreation facilities The provision of consistencies in type, placement, installation and size of memorial and The protection of all park and recreation facilities for the benefit of all citizens The definition of a plague is a flat slab, or disk engraved or ornamented for mounting. The definition of a monument is a structure, sculpture, inscribed stone, or marker. The definition of a memorial is a monument, petition or written statement that serves to remember a person or event. 1. Plaques, signs, monuments or memorials shall be installed, constructed or placed in a park or public place only with permission of the Community Services Department on the recommendation of the Park and Recreation Commission. 2. Plaques, signs, monuments or memorials must recognize a San Rafael resident, organization, or business who has made a substantial contribution to the purchase, improvement or programming at the location in which the recognition appears. 3. Plaques, signs, monuments or memorials must be affixed to a park bench, bolder, entry kiosk or other appropriate fixture. ATTACHMENT 1 4. The size of a plaques, sign, monument or memorial shall be scaled to the fixture and appropriate to the environment of the facility in which it is placed. Bench plaques shall be no larger than 6”x 8”. Signs shall be no larger that 11”x 14”. Monuments shall be no larger than 18”x 20”. Appropriate materials shall be bronze, stone, or other durable material 5. No plaques, signs, monuments or memorials shall be installed on existing park furnishings or amenities. 6. The Parks and Recreation Commission must approve materials and design of the plaques, signs, monuments or memorials. 7. The cost of the plaques, signs, monuments or memorials, the installation, fixture and the replacement will be borne by the donating party. 8. The Superintendent of the Parks Division of the San Rafael Public Works Department will determine the optimum location for the plaques, signs, monuments or memorials which must be affixed to a park bench, bolder, entry kiosk or other appropriate fixture. 9. The Park and Recreation Commission may approve the design and size of items sold in park fundraising campaigns that recognize of donations by the contributor. Such campaigns will have a defined project, a finite period of solicitation, and will apply 100% of the donation to the park project for which it was solicited. 10. Recognition intended to rename or designate a name for a park or public facility or a portion therein must be approved by the Park and Recreation Commission and the City Council. 11. Requests for plaques, signs, monuments or memorials must be made in writing to the Park and Recreation Commission c/o the Director of Community Services.
