FIRE COMMISSION MEETING
Minutes of the Regular Meeting

Chair Stephen Mizroch called the Fire Commission to order at 4:02 pm. Three board
members from the San Rafael Fire Foundation named above attended this joint
meeting. The minutes of the July meeting were approved with one correction.
Reports
Chair Stephen Mizroch introduced the members of the Fire Foundation who are working
on an historical element for the lobby of the new Essential Services Facility and held
their first meeting on July 18, 2016. Also involved in the San Rafael Public Safety
History Exhibit working group are: Harry Barbier, Greg Geide, Carolyn Lenert, Pete
Martin, Glenn McElderry, Stephen Mizroch, Gene Pennington and guest Joe Ansel, a
museum consultant. Chair Mizroch noted that their next meeting would be on Monday.
Commissioners Lenert and Luckham expressed interest in developing the database for
donated and loaned objects. It was discussed and decided that the project should be
conducted under the auspices of the San Rafael Fire Foundation. There was a brief
discussion regarding the website element of the marketing program.
Commissioner Larry Luckham made mention of his recent Photo 50 efforts to document
the demolition of Station 52.
Commissioner Thompson had no formal report.
Commissioner Carolyn Lenert mentioned that she had recently connected with the
Marin Medical Reserve Corps which has expanded its recruiting for non-medical support
volunteers in order to do the most good for the most people. She also spoke at the

recent City Council Study Session on the Residential Building Report process that may be
revised based on the California State Auditor’s report.
Commissioner Thomas Weathers said he is involved in a legal code update process and
is mindful of the SRFD’s point of view. With respect to the new Essential Services
building, he noted that the flagpole, spiral staircase, balcony railings and architectural
doors will be integrated into it.
Commissioner Alternate Dave Fonkalsrud reminded those present that he will be
following up on publicity for the new pet oxygen kits donation.
The firefighter/paramedics of Station 6 introduced themselves and shared their
backgrounds with the members of the Commission and the Foundation.
Battalion Chief Rowan shared the Fire Chief Gray’s report (attached) until he arrived.
Chief Christopher Grey summarized highlights of his written report and announced that
the donated boat arrived today and will require about two months of preparations
before being assigned to Station 5.

Our Firefighters assigned to OES 358 on the Soberanes Incident have returned safe and sound. Capt. P.
Bernard, FF/PM J. Santos, Eng./PM M. Lewis and Eng.PM G. Williams pictured below. We are thankful for their
dedicated service to San Rafael and our neighbors in Monterey County. Helping wherever we go…
Progress continues with our Essential Facilities Project. On July 26, 2016, the Planning Commission unanimously
approved the Public Safety Center. Public Safety Center - Planning Commission Report. Designs drawings have
been completed for FS 52 and FS 57 and work has commenced on construction drawings. We have a check-in
with the Design Review Board next week on the PSC and the following week the Planning Commission will review
FS 57. Now we’re moving…
National Night Out was a big success this year with 16 neighborhoods
participating. Big thanks to Chief Bishop and our Public Safety
Partners…the SRPD for organizing the event. It was great to see the
community turnout for Police and Fire.
The written exam for a new San Rafael Battalion Chief position is on August
11, 2016 and the practical exam will be held on August 23, 2016. We hope to
have the new BC onboard by September 1st. The primary emphasis of the
new BC vacancy will cover EMS, Training and Safety.
Contract Negotiations with our employee groups are being finalized and the Firefighters have reached a tentative
agreement with the City. Great work!
We will be starting Firefighter recruitment very soon to fill additional Firefighter
vacancies.
The fire boat will be delivered to San Rafael Yacht Harbor on August 10, 2016 where it
will be prepared for service prior to being moved to Loch Lomond Marina. The boat will
be a terrific enhancement to our current capability and would not have been be possible
without the diligent efforts of the San Rafael Fire Foundation, San Rafael Fire
Commission and Fire Department Members. Thank you Jack!
Linda Barnello recently donated 21 pet oxygen masks to our department. Linda spent a
great deal of time and effort to provide us with the best pet oxygen masks available and
we are extremely thankful for her generosity.
On August 1st, the City Council approved an agreement with Foster Morrison Consulting to provide Local Hazard
Mitigation Planning Services. This process will engage stakeholders throughout the community to identify risks
and vulnerabilities associated with natural disasters. Completion of a Local Hazard Mitigation plan will allow the
city to qualify for federal grant money to support hazard mitigation projects.

The Department will be purchasing new wildland pants and jackets for operations personnel, the new single layer
wildland pants are endorsed by a Department of Homeland Security study that suggested that single layer
wildland PPE is the new standard for meeting thermal protection and heat release needs associated with wild land
fire safety. Purchase Wildland Protective Equipment
The City will be responding to the Marin County Civil Grand Jury’s recommendations regarding regionalized
training for the 911 First Responder Referral Program “The 911 First Responder Referral Program More Than
a Band-Aid For Senior.” during the upcoming August 14th City Council Meeting. The Department also
commented on the MCCGJ’s Report on Human Trafficking.
The Department will be beginning a project to upgrade to “TeleStaff Cloud” next month. This effort will allow
increased staffing/scheduling access, accountability and management, as well as better coordination of shared
services staffing involving neighboring agencies.
This month the Department conducted a five agency (San Rafael, Corte Madera, Larkspur, Marinwood, and
Kentfield) staff meeting to discuss coordination of a CMTC wide shared service agreement. This agreement would
be similar to previous agreements with Larkspur and Marinwood and would a llow the department to continue to
move towards greater regionalization of training while helping us to meet our staffing requirements.
The Department has drafted and circulated an MOU for sharing of San Rafael’s reserve aerial ladder truck with
Novato Fire, Southern Marin Fire and Kentfield Fire Protection District. In addition to providing more ladder truck
coverage regionally the agreement would enable the City to find temporary storage for the Aerial Ladder truck
while engine companies are housed at 501 4th street during the first phase of the essential facilities projects.
While the State Room recently had a fire, they are open while serving a Fire Safety Menu.
