The minutes of the May meeting were approved. Public Open Time A valued supporter pledged to donate to the San Rafael Fire Foundation the funding needed for pet emergency oxygen masks for all of the Department apparatus. Training will also be provided on the use of the equipment. Chief Gray responded to the kind and generous offer with his enthusiastic acceptance and tasked Deputy Chief S innott and Commissioner Thompson with assisting the project. Reports Chair Mizroch reported on the addition of historical elements to the collection for the new public safety building’s exhibit area. Captain McDerry, Gene Pennington, Commissioner Lenert, Commissioner Alt. David Fonkalsrud and he are interested in working together on the project. Some of the elements to be consi dered include the philosophical point of view, other agency involvement, rotation/permanence of exhibit, security, storage, inventory, loaned artifacts, donated items, collaboration with Marin Museum of History, memorial to lost lives and sacrifices, audio visual elements, outdoor elements, apparatus like a hose cart, 1938 ladder truck, use of photography and art. He will propose a meeting date and place for this subcommittee. Commissioner Luckham had no formal report and continues his activities with www.srphoto50.com. The City has recently officially linked to that site. Commissioner Lenert mentioned that the Central Marin public safety program now has a National Readiness Group (“NRG”) leader who looks forward to coordinating with other jurisdictions and programs on the planning aspect of disaster preparedness. Commissioner Thompson announced that there will not be a Fall Wine Stroll fundraiser for the San Rafael Fire Foundation this year. However, the crab feed fundraising event is still scheduled. CITY OF SAN RAFAEL FIRE DEPARTMENT FIRE COMMISSION MEETING Minutes of the Regular Meeting June 8, 2016 Station 54 - - 46 Castro Street, San Rafael Commissioner Weathers. The Chief presented new regular Commissioner Weathers with his City certificate of appointment together with other memorabilia. Congratulations to Commissioner Weathers in his first official meeting as a regular Commissioner. Fire Chief Gray provided the attached report regarding promotions, service awards, the joint fire academy, fire response activity, the essential facilities project update including temporary relocations, City budget and the City Social Responsibility Award winner, Firefighter/Paramedic Angel Landaverde. Also, with respect to personnel, he noted that five additional firefighter/paramedics will result in a full Department complement. He noted that in 2008, 28 of 69 personnel had been with SRFD prior to 2008 and the average age was 50. Regarding Essential Facilities, the negotiations for temporary facilities during the construction have successfully reached an important milestone. The temporary facilities will be shared with the San Rafael Police Department at 519 Fourth Street probably beginning in October. The new facilities at Stations 52 and 57 are scheduled for completion in March 2018; and the downtown public safety center in June 2019. The strike te am members that worked on the Valley Fire was formally honored by Assemblyman Marc Levine who presented a resolution. Lastly, the Department recently commemorated Battalon Chief Kyle Hamilton’s 15th year of service to the City. The meeting adjourned at 5:05pm. Fire Commission – Fire Chief Update – June 8, 2016  The Joint Fire Academy, Class #16, started May 16, 2016 at San Rafael Fire Station 52, 210 Third Street @ 0800 hrs. and will graduate on June 25, 2016 at San Rafael City Hall (Council Chambers) at 0900hrs. A reception will be held immediately afterward at Fire Station 51. San Rafael Corte Madera Sam Achondo Robert Craft Steven Coleman Marc Lehman Taylor Gregori Adam Lymath Larkspur Billy Baldwin Matt Pagan Marinwood Keith Larson  Outstanding progress continues with our Essential Facilities Project. Designs drawings are being completed and the details of the three Phase One Projects are being worked out.  We have finalized the agreement language with Marin County regarding CSA 19 and FS 57. We go to City Council on June 20, 2016. We also met with the DRB last evening who approved the adjusted leased line for the property at FS 57 to reflect the change we made involving the man-made wetland area to the rear of the property. The DRB Staff Report is attached.  The proposed agreement can continue for up to 40 years and includes new provisions for increased compensation by the County for City services; lease agreement for land; cost share for the new station and an option to buy FS 53 to relocate the Marin County Tam Crew. Pretty exciting stuff and the culmination of many years of effort.  Temporary relocations of the stations are moving forward Chief Sinnott is coordinating these efforts. The Budget was presented and adopted by the City Council for FY 2016/17 on June 6, 2016. There are a couple of fire department administrative related organizational changes that have been included in the new budget. The Paramedic tax and related budget hearing was conducted on May 2nd as well. An update on the Paramedic Tax is included as an attachment to this report.  This week, Firefighter/Paramedics Angel Landaverde and Jimmy Alvarez completed a 3-day training class to become certified Spanish CERT instructors. We are proud and pleased that you both Angel and Jimmy completed this worthwhile course. As Jimmy said, “It was a great experience and having this opportunity will be great for the department and the community.” Thank you for your continued service and advocacy.
